MISSION

The Colorado Home Inclusion Program (CHIP) celebrates and empowers all families and children who are Deaf or Hard of Hearing throughout their early education journey. In partnership with families and local programs, CHIP incorporates evidence-based best practices to support whole-child development.

GENERAL RESPONSIBILITIES

The CHIP Coordinator serves as the central point of contact for families of children who are Deaf or Hard of Hearing (DHH), birth to age three. This role facilitates connections to early-intervention services, manages CHIP Facilitator assignments, and assists families in understanding their child’s unique abilities. The Coordinator provides balanced materials, resources, training, and information regarding all communication opportunities that support language acquisition.

The CHIP Coordinator also connects families to community resources, builds partnerships with local agencies, schools, and parent networks, and mentors CHIP Facilitators to ensure consistent, equitable, evidence-based support statewide.

ESSENTIAL JOB FUNCTIONSCHIP Coordination

Receive referrals from pediatric audiologists and community partners.

Coordinate initial outreach and support for families prior to EI services.

Connect families to local EI programs and appropriate CHIP Facilitators.

Provide unbiased, evidence-based information supporting language and communication development.

Ensure families have access to peer support, community events, and DHH adult role models.

Family Navigation & Support

Partner with EI Brokers and Service Coordinators to guide families through the Part C process.

Share resources and information from initial contact through transition to preschool services.

Participate in eligibility meetings, IFSP development, Child Find evaluations, and transition conferences.

CHIP Assessment Oversight

Oversee implementation of CHIP assessments to monitor progress, language access, and service impact.

Ensure CHIP Facilitators are trained and consistently using assessment tools.

Review data to track progress, identify trends, and support program wide improvement.

Provide technical assistance on using assessment data to inform IFSP goals and daily routines.

UHL (Unilateral Hearing Level) Monitoring & Support

Monitor developmental progress for children with unilateral hearing differences.

Provide individualized support for families whose child with UHL does not initially qualify for EI.

Assist in eligibility decisions using updated assessment data and professional judgment.

Support transition to preschool for families in the UHL Program.

Facilitator Mentorship & Support

Provide guidance, mentorship, and training to CHIP Facilitators statewide.

Deliver individualized coaching and group professional development.

Ensure fidelity to evidence-based, family-centered early intervention practices.

Support families and Facilitators in understanding a child’s auditory profile and technology options.

Training & Education

Design and deliver training for CHIP Facilitators, families, EI professionals, brokers, and community partners.

Disseminate current research, strategies, and tools that promote early language access and development.

Participate in ongoing training to maintain best practices in EI for children who are DHH.

Collaboration with State & Community Partners

Build and sustain partnerships with state agencies, early childhood systems, healthcare providers, and social service organizations.

Ensure coordinated access to services, supports, and resources across systems.

Collaboration with Audiologists & Specialists

Partner with audiologists, medical providers, and EI specialists to support child and family needs.

Facilitate communication between healthcare and early education teams.

Collaborate with the EI ASL Lead to coordinate visual-language support.

Transition Support

Support families during the Part C to Part B transition process.

Participate in transition conferences and assist families through IEP development.

Additional Responsibilities

Maintain positive relationships with families, colleagues, and statewide partners.

Participate in CSDB meetings, trainings, and strategic planning efforts.

Collaborate across Outreach Programs to support the CSDB Strategic Plan.

Engage in professional development and statewide committee work as needed.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

QUALIFICATIONS

Master’s degree in Deaf Education, Audiology, Speech-Language Pathology, or a related field with a DHH focus.

Colorado educator licensure (or eligibility) as a Teacher or Special Service Provider with an appropriate endorsement (e.g., Deaf / Hard of Hearing, SLP, Audiology).

Minimum of five (5) years of experience working with children who are deaf or hard of hearing and their families.

Proficiency in American Sign Language (ASL), demonstrated at the Advanced Level within three (3) years of hire.

Experience in early intervention, family-centered services, or statewide systems navigation is strongly preferred.

KNOWLEDGE, SKILLS, ABILITIES

Knowledge of evidence-based early intervention practices and language acquisition for children who are DHH.

Knowledge of child development and age-appropriate milestones to guide assessment, intervention, and family support.

Familiarity with statewide and national Early Intervention (EI) systems, regulations, and service-delivery models.

Knowledge of IDEA requirements related to Part C and Part B.

Strong skills in coaching, consultation, facilitation, and family engagement.

Demonstrates cultural sensitivity and humility, including the ability to work effectively with interpreters as needed.

Proficiency with digital tools and data systems (e.g., Microsoft Suite, virtual platforms, HIDS).

Ability to collaborate effectively across agencies, disciplines, and diverse communities.

Ability and willingness to travel regularly within the service area for home visits and evaluations; periodic travel to CSDB for trainings, meetings, and professional development.

ORGANIZATIONAL RELATIONSHIPS

  • Reports to, and is evaluated by, the Early Education Coordinator.

TERMS OF EMPLOYMENT

Part-time; scheduled to work 30 hours per week (.75 FTE) during the fiscal year (July–June).

Employment is at-will, with no actual, expressed, or implied contract.

    This position includes both remote and in-person responsibilities across the state. It requires regular travel, extensive computer use, and the ability to lift up to 50 lbs. Duties involve communicating complex information to families and professionals, operating standard office equipment, and participating in meetings and trainings.
