Position Description:
CGI Federal’s Housing Compliance team that partners with the public housing agency and the U.S. Department of Housing and Urban Development (HUD) to assist in the provision of affordable housing has an opening for a State Manager. This is an opportunity to join an energetic team with a collaborative management group and work with affordable housing owners and management companies within an assigned portfolio of properties.
This position is located in Tampa, FL.
Your future duties and responsibilities:
The State Manager has overall responsibility for servicing Housing Assistance Payment (HAP) Contracts for a portfolio of multi-family dwelling units in accordance with performance-based contract administration requirements promulgated by the U.S. Department of HUD. General responsibilities include portfolio management, customer relations and operations management. The State Manager assumes overall management and production reporting responsibility for the contract administration core activities performed in Florida. The State Manager works closely with the Florida based managers along with the Finance Manager and Contact Center Manager in assuring timely and correct delivery of related ACC tasks. Externally the State Manager works closely with the client, key HUD personnel, owners and agents of multi-family properties in the assigned portfolio.
The State Manager’s team is responsible for the following activities:
• Processing subsidy payment requests
• Setting project rents
• Renewing of expiring Housing Assistance Payments contract
• Conducting Management and Occupancy audits at assigned properties
• Responding to tenant concerns
Required qualifications to be successful in this role:
• Bachelor’s degree
• 6 years of Business Management experience to include experience in portfolio management, customer relations and operations management.
• Demonstrated leadership and team management skills
• Strong analytical, organizational, and time management abilities
• Excellent communication and relationship-building skills
• Ability to work independently and manage multiple priorities
Desired qualifications/non-essential skills required:
. 3–5 years of experience in a regulatory or compliance-driven environment
. Background in the assisted housing industry or HUD programs
. Familiarity with HAP contracts and HUD performance-based contract administration
