Position Summary
Senior .Net Developer (Programmer V) at Texas Health and Human Services Commission (HHSC). The role includes overseeing planning, execution, and delivery of complex IT projects; managing infrastructure, scaling, and deployment of enterprise server?based and cloud?based systems. Responsibilities also encompass coding, testing, debugging, document generation, mentoring junior developers, and managerial duties such as team mentorship, hiring, performance evaluation, and acting as a backup to the Director of Application Development.
Key Responsibilities
- Oversee architectural design, planning, production support, and customer services for custom software systems, existing production & development applications, and statewide & interagency interfaces. (35%)
- Code, test, debug programs and prepare test data. (20%)
- Provide technical advice and assistance to management and technical staff on analysis and programming activities; offer advanced business?process expertise for interfaces with external agencies. (20%)
- Assist in planning, scheduling, assigning, and coordinating analysis and programming activities; consult with business analysts and the application architect to align conceptual and design phases. (10%)
- Formulate business policies, procedures, and standards; coordinate with project managers and experts to resolve issues and promote development standards. (10%)
- Other duties as assigned. (5%)
Qualifications
Initial Criteria :
Graduation from a four?year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. Substitutions up to four years of experience in Microsoft .NET and C# are acceptable for education.Minimum 8 years of experience writing SQL, stored procedures, functions, and packages.Minimum 6 years of experience designing enterprise applications and / or services.Minimum 6 years of experience throughout the software development lifecycle delivering enterprise solutions using Microsoft .NET and C#.Minimum 4 years of experience in front?end development (ASP.NET, .NET MVC, Angular, etc.).Minimum 3 years of experience with Agile methodologies (e.g., Scrum).Preferred Experience :
Data migration and batch processing.Data design, schema design, table and view creation.Analysis, design, and testing with creation of technical and functional design documentation.Team Foundation Server and / or Jira.ASP / VBScript, ASP.NET with C# / Web Forms, and .NET MVC with C# and Razor.Location & Work Expectation
Must be willing to work from an HHSC office in Austin, TX, at least 3 days per week.
Regular schedule : Day shift (first days). Telework may be eligible subject to agency policies.
