POSITION SUMMARY :
Reporting to the 340B Program Director, the 340B Payment Specialist oversees administration, management, compliance, and financial reconciliation of the new Inflation Reduction Act (IRA), 340B Rebate Model Pilot, and referral claim audit management. This role ensures accurate claim identification, timely rebate submissions, receivable tracking, contract pharmacy coordination, and compliance with HRSA requirements. The position is key to protecting program integrity and maximizing savings that support the mission of the health center. Leverages industry knowledge and best practices to promote the mission and vision of Howard Brown Health as well as supports culture enhancement and management efforts.
PRINCIPLE DUTIES AND ACCOUNTABILITIES
Program Implementation & Operations
Serves as primary subject matter expert on the IRA and 340B rebate pilot model and approved manufacturer plans.Develops and maintains standard operating procedures (SOPs) for rebate submission, reconciliation, and referral auditsOversees claim capture, submission processes, and appeals with manufacturers, TPAs, contract pharmacies, and wholesalers as related to the IRA and rebate pilot.Monitors manufacturer notices and HRSA updates; distribute timely program communications to stakeholders.Finance & Reconciliation
Establishes and manages rebate receivable ledgers by manufacturer, drug (NDC), and contract pharmacy.Reconciles rebates submitted, rebates received, and outstanding balances on a weekly basis.Escalates unpaid rebates >10 days to manufacturers; document trends and escalate to HRSA if needed.
Supports finance leadership in forecasting, budgeting, and cash-flow analysis related to rebate collections.Compliance & Audit
Works with 340B team to reconcile IRA claims, purchases and rebatesEnsures compliance with HRSA rules, including duplicate discount prevention with Medicaid FFS and Diversion.Completes referral audit and maintain records of referral claims.Prepares for and participate in internal and external audits (HRSA, manufacturer, or payer).Collaboration & Stakeholder Engagement
Works closely with TPAs, contract pharmacies, wholesalers, manufacturers, HRSA and IT vendors to ensure data integrity.Partners with Finance, Compliance, and Pharmacy Operations to integrate rebate workflows into broader 340B management.Provides regular performance dashboards and variance analyses to executive leadership.Minimum Qualification
Bachelor’s degree from an accredited institution of higher learning in business management, pharmacy (BPharm), finance, public policy or related discipline required. Master’s degree in the same preferred.Minimum three (3) years progressive experience in financial reconciliation, claim audit management, and / or healthcare finance required. 340B program management experience preferred.Knowledge, Skills, Abilities (K / S / A)
