GIS Analyst

ABOUT THE POSITION

The Riverside County Sheriffs Office has an opportunity for a GIS Analyst position with the Technical Services Bureau located in Riverside. The incumbent will be tasked with maintaining updating and developing public safety Geographic Information System (GIS) data integrity according to national NENA standards and Sheriff Computer-aided Dispatch (CAD) schemas; and performing quality assurance and control processes on GIS and attribute information.

Other duties include : consulting with wireless providers CalOES and customers to determine GIS and system information needs; preparing technical documentation including data specifications user requirements and procedures; creating cartographic and other products using GIS software relational and object databases utilizing plotters printers digitizers scanners and internet applications; collaborating with local regional and State GIS experts to achieve and support NextGen 911 initiatives; and identifying gaps and recommending enhancements to base maps.

Competitive candidates will have four or more years of experience with Esri Arc GIS suite of products and four years or more of sub-professional or professional GIS experience.

The GIS Analyst is the journey level classification in the GIS Analyst series and reports to a GIS Supervisor Analyst. This class is characterized by diverse complex and custom assignments performed with significant independence and incumbents are expected to provide high-level professional GIS products and services. The GIS Analyst class differs from the GIS Senior Analyst in that the latter class performs the most complex professional GIS tasks and assignments and may act in a lead capacity. EXAMPLES OF ESSENTIAL DUTIES

Perform data modeling and integration with spatial layers.

Perform quality control processes on GIS and attribute information.

Consult with end users clients and customers to determine GIS and system information needs.

Work with customers at all organizational levels in project development; develop project work plans / schedules and monitor project resources including staff time vendor work and budget targets.

Prepare technical documentation including data specifications user requirements and procedures.

Create cartographic and other products using GIS software relational and object databases utilizing plotters printers digitizers scanners and internet applications.

Operate a variety of GIS software including Oracle Informax Windows Professional and ARC Info.

Provide public information and assistance to a variety of internal and external customers of GIS products and services.

Maintain update and develop information attributes and spatial layers.

MINIMUM QUALIFICATIONS

OPTION I

Education : None required.

Experience : Four years of sub-professional or professional GIS experience. (Completion of GIS automated mapping land surveying geography cartography or computer science related coursework from an accredited college or university may substitute for up to two years of the required experience on the basis of 30 semester or 45 quarter units equaling one year of experience.)

OPTION II

Education : Graduation from an accredited college or university with a Bachelors degree preferably with a major in computer science geography cartography or a closely related field to the assignment.

Experience : None required.

ALL OPTIONS

Knowledge of : Geography geographic information systems mathematics including the principles of algebra geometry trigonometry and statistics as applied to GIS related work; automated drafting techniques; map design and cartography; survey principles and methods.

Ability to : Apply techniques and practices involved to complete assigned GIS work and projects; perform mathematical computations; tabulate and analyze data and prepare reports and maps; read and interpret legal descriptions engineering drawings survey notes and tract descriptions; keep clear and accurate notes; do simple drafting; understand and follow oral and written directions; work cooperatively with others.

Other Requirements :

License : Possession of a valid California Class C Drivers License.
