POSITION SUMMARY :
This is an administrative position requiring multiple skills and abilities. An employee in this assignment develops and revises detailed written directives (policies procedures SOPs etc.) which impact on every aspect of the Police addition the position provides support in regards to conducting research and maintaining national accreditation.

CLASS DESCRIPTION :
Performs professional level administrative work which may include supervisory responsibility under general supervision from an administrative or technical superior. Work includes carrying out administrative and technical tasks related to administrative support public information and purchasing.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Works and cooperates with co-workers and supervisors at all levels.
Learns and performs all essential job functions accurately.
Solicits policy input and independently drafts new and / or revised written directives based upon a detailed comprehensive process.
Acts as the back-up administrator of Power DMS; an electronic on-line database of all agency directives personnel and current assignments.
Manages multiple simultaneous project assignments.
Conducts a wide variety of administrative tasks related to policy development and distribution.
Conducts research on Departmental rules and procedures.
Provides written progress / status reports on all active assignments.
Serves as the back-up for the development and editing of all departmental forms and may maintain the master file of current forms.
Receives assignments and often sets daily work priorities coordinating tasks to meet fast-paced and changing deadlines in order to assure an efficient workflow.
Attends quarterly meetings of the Maryland Association of Police Planners (MAPP) Chesapeake Region Law Enforcement Accreditation Alliance (CRLEAA) and the Commission on Accreditation for Law Enforcement Agencies (CALEA) to maximize networking opportunities which are beneficial to the Agencys efforts.
Maintains detailed files logs and reports pertaining to assignments and projects.
Interacts with various Departmental components (and meets with all ranks) to complete assignments.
Interacts with other criminal justice agencies to facilitate assignments.
Responds to Freedom of Information Act (FOIA) requests and subpoenas.
SUPERVISORY RESPONSIBILITIES :
This position has no supervisory responsibilities.
MINIMUM REQUIRED EDUCATION / EXPERIENCE
Bachelors Degree and one (1) year of related experience or an equivalent combination of education and experience.
PREFERRED EDUCATION KNOWLEDGE SKILLS AND ABILITIES :
Analytical thinking and well-developed writing skills. An employee in this assignment must be versatile flexible and have the ability to manage multiple tasks at the same time.
Strong understanding of the importance of detailed policies rules and procedures to guide performance with an organization.
Ability to communicate orally demonstrated skill in advocating positions and explaining requirements facts and ideas to decision makers.
Ability to plan organize prioritize and coordinate work when diverse demands are involved.
Good judgment in structuring and organizing daily work priorities.
Demonstrated time management and project management skills.
Ability to work with others to resolve problems exchange information and achieve short-term objectives. The ability to maintain working relationships with co-workers those in lead / supervisory positions and multidisciplinary subject matter experts.
Ability to accept a wide array of written and verbal feedback along with constructive criticism to improve written drafts to meet operational objectives.
Proficiency in Microsoft Office Suite (Word Excel and PowerPoint) software and ability to work within standard database programs.
Ability to convert various types of documents to a web browser format.
Strong knowledge of grammatical construction techniques.

Ability to maintain detailed records.
Ability to interact in a positive manner with individuals of all ranks within and outside the Department.
Ability to derive logical and practical conclusions from available information.

Ability to be flexible in job assignments including occasional ancillary assignments within the Office of the Chief.
Familiarity with the Howard County Code Maryland Code Federal Laws and the Maryland General Assembly legislation.
