This position is part of the Northwest Region Public Health Division within the NMDOH.

Why does the job exist?

This Nurse Practitioner role is integral to providing comprehensive clinical services across public health offices in the Northwest region, addressing the needs of populations with the highest clinical demands. The position not only delivers specialized care in areas such as sexually transmitted diseases (STDs), Title X Family Planning, HIV Pre-Exposure Prophylaxis (PrEP), Hepatitis C treatment, and Medication for Opioid Use Disorder (MOUD) and (TB) evaluation and treatment, it can evolve to include primary care services, and specialized care in women's health. Additionally, this role involves leading and supervising a team of Nurse Practitioners to ensure that care delivery is reflective of the diverse needs of communities across the Northwest region. By fostering collaboration, providing mentorship, and overseeing clinical practice, the Nurse Practitioner in this position ensures that high-quality, equitable healthcare services are accessible and tailored to the specific needs of the region. This practitioners position plays a critical role in addressing health disparities, advancing community well-being, and supporting the development of a strong, responsive public health workforce.

How does it get done?

Provide clinical oversight for Nurse Practitioners in the areas of sexually transmitted diseases (STDs), tuberculosis (TB), immunizations, substance use treatment, family planning, and Hepatitis C. Supervise and support Nurse Practitioners in public health offices and outreach settings to ensure high-quality, consistent care delivery. Review activities of supervised staff, set clear performance expectations, and ensure accountability to optimize the delivery of essential public health services.

Leadership and Workforce Development : Lead a team of Nurse Practitioners, fostering professional growth through mentorship, training, and workforce development initiatives. Promote a culture of excellence, collaboration, and responsiveness within the clinical team.

Direct Clinical Care : Provide high-quality clinical services to individual clients across the Northwest region, addressing critical health needs in STD prevention and treatment, TB evaluation, immunizations, substance use disorder care, family planning, Hepatitis C treatment, and primary care.

Community and Public Health Engagement : Enhance community health outcomes by teaching and mentoring medical students, residents, community providers, and NMDOH staff. Partner with community organizations to identify pressing public health concerns, design effective interventions, and advocate for sound public health policy.

Policy and Program Development : Contribute to the development of public health policies and programs that address the unique needs of the communities in the Northwest region. Monitor and evaluate clinical programs to ensure alignment with public health goals and community priorities.

Collaboration and Outreach : Actively engage with community partners and stakeholders to expand access to care and promote health equity across diverse populations. Participate in outreach initiatives to bring critical health services to under-served areas.

Patients and Clients : Individuals and families in the Northwest region who require clinical services, with a focus on populations experiencing the highest clinical needs, including under-served and vulnerable groups. Clients needing specialized care in areas such as sexually transmitted diseases (STDs), tuberculosis (TB), immunizations, family planning, HIV prevention, Hepatitis C treatment, and substance use disorder care.

Public Health Staff : Nurse Practitioners and other clinical team members, who benefit from mentorship, supervision, and professional development to ensure they provide high-quality care. Public Health Nurses and administrative staff, who rely on clinical oversight and consultation to align their work with best practices and public health goals.

Community Partners : Local healthcare providers, community health organizations, and other stakeholders who collaborate on public health initiatives and benefit from expert consultation and policy guidance.

The Broader Community : Residents of the Northwest region, who gain improved access to comprehensive, equitable healthcare services and benefit from enhanced community health initiatives.

The New Mexico Department of Health (NMDOH) : The department, which relies on this role to implement its public health programs, ensure regulatory compliance, and advance health equity across the region.

This multifaceted role ultimately serves to promote the health and well-being of individuals, families, and communities in the Northwest region while supporting the goals and mission of NMDOH.

Key Qualifications and Attributes :

Educational and Teaching Experience : Proven ability to deliver educational teaching sessions and mentor healthcare professionals, including accepting and supporting medical residents.

Supervisory Skills : Demonstrated experience supervising clinical teams, fostering a collaborative environment, and ensuring accountability and high performance.

Interpersonal Competence : Skilled in managing interactions with difficult or frustrated individuals, displaying empathy, patience, and effective communication to resolve conflicts and build trust.

Infectious Disease Expertise : Significant experience managing patients with infectious diseases such as Human Immunodeficiency Virus (HIV), Tuberculosis (TB), Hepatitis C, and sexually transmitted diseases (STDs).

Experience with Outreach Settings : Adept at providing care in diverse outreach settings, including jails, shelters, schools, and mobile clinics, with a focus on serving special populations.

Substance Use and Mental Health Care : Competence in managing patients with substance use disorders, including alcohol and drug dependence, as well as mood disorders such as depression and anxiety.

Personal Attributes : Strong leadership and organizational skills, with the ability to guide and inspire teams toward shared goals. A commitment to health equity and improving access to care for under-served populations. Flexibility and adaptability in dynamic and resource-limited environments. A proactive problem-solver with excellent critical thinking and decision-making abilities.

Minimum Qualification

Licensed by the New Mexico Board of Nursing as an Advanced Practice Registered Nurse (APRN), Certified Nurse Practitioner (CNP) or Clinical Nurse Specialist (CNS), must possess prescriptive authority and may require DEA registration in New Mexico and two (2) years of experience as it pertains to the essential duties and responsibilities of the classification. Any combination of education from an accredited college or university in a related field above licensure requirements and / or direct experience in this occupation totaling two (2) years may substitute for the required experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Current licensure as a Nurse Practitioner in the State of New Mexico or eligibility to obtain licensure prior to employment.

Working Conditions

The Nurse Practitioner in this role will work in a dynamic and multifaceted public health environment that includes both clinical and community-based settings. The working conditions are as follows :

Work Environment : Primarily based in public health offices across the Northwest region. Outreach settings include jails, shelters, schools, and mobile clinics to serve special populations and address community health needs. Collaboration with community partners and stakeholders in a variety of professional and informal settings.

Physical Demands : Frequent sitting, standing, and walking during clinical and outreach activities. Ability to lift and carry medical supplies or equipment weighing up to 50 pounds. Regular travel throughout the Northwest region to provide care and supervise teams, including travel to rural and under-served areas.

Work Schedule : Full-time position, 40 hours per week, with occasional evening or weekend work based on community or outreach needs. Flexibility in scheduling to accommodate clinic and outreach demands, as well as supervisory responsibilities.

Professional Expectations : Ability to work under pressure in fast-paced environments while maintaining a high standard of patient care. Interaction with diverse populations, including individuals with infectious diseases, substance use disorders, and mental health conditions. Handling sensitive situations and confidential information with professionalism and discretion.

Managing difficult or frustrated individuals in emotionally charged situations. Addressing public health emergencies or outbreaks, which may involve rapid response and extended hours.
