As the Electromagnetic Compatibility Engineer Lead, you will be on a dynamic team providing technical and programmatic support to the Technical Directorate for the VIRGINIA Class Submarine Program (PMS450) and the U.S. Navy's Team Submarine Program Offices at the Washington Navy Yard in Washington, DC! Bring your expertise and collaborative skills to make an impact on our military defense and safety of our sailors and contribute and influence the Navy's future, premier nuclear submarines.

PMS450 is the acquisition program office for the New Construction of Attack Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy's newest class of nuclear attack submarines. PMS450 is responsible for developing and deploying a more affordable, nuclear-powered attack submarine with multi-mission capability and enhanced capabilities for performance in littoral areas. VIRGINIA Class submarines support five of the six Navy core maritime capabilities : Deterrence, Maritime Security, Sea Control, Forward Presence, and Power Projection.

In this role, you will :

\n

  • Be the SIT Lead for electrical grounding and impressed current systems including EMIC, CKT-D and ICCP.

\n

  • Analyze electromagnetic coupling and potential electromagnetic interference (EMI) problems on submarine systems, EMC testing, determination of EMC test requirements for system procurement specifications, and shipboard system testing / troubleshooting.
  • \n

  • Develop and implement Electrostatic Discharge (ESD) requirements and evaluate potentially damaged equipment, and deckplate support for ESD issues / concerns that arise.
  • \n

  • Using whole-ship analysis and modeling, research of sensor systems, and supporting development of systems and methods that reduce Underwater Electromagnetics (UEM) signature.
  • \n

  • Conduct research, development, test, and integration of custom embedded systems and special communications capabilities.
  • \n

  • Contribute to the development of rapid engineering solutions to emergent non-conventional threats, specializing in turning high-level requirements into engineering designs that integrate microelectronics with novel fabrication techniques.
  • \n

  • Complete the design and development of electrical circuits, with minimal oversight and guidance.
  • \n

  • Perform analog / digital circuit design, embedded microcontroller design, and compact antenna design and integration.
  • \n

  • Perform modeling of circuits, schematic capture, PCB layout, and circuit assembly / fabrication techniques.
  • \n

  • Develop coding to enable electronic designs. Presents technical status and decisions during design reviews.
  • \n

  • Support integration and testing of developed products to ensure reliable functionality.
  • \n

  • Participate and lead developmental and verification testing, including extensive electromagnetic and environmental testing to enable rapid response to emergent Navy and national requirements.
  • \n

  • Work with Project Lead(s) to analyze and refine requirements, perform alternative solutions by research and investigation, and identify technical risks.
  • \n

  • Develop documentation of design solutions and adhere to established configuration management processes
  • \n

  • Support Preliminary Design Reviews, and Critical Design Reviews; EMC analyses (analytical and numerical), E3 Test Readiness Reviews and witness E3 tests.
  • \n

  • Support design engineers with consultation and review of electronic circuitry, bonding, grounding and cable designs for EMC compliance.
  • \n

  • Support projects in new modeling and simulation techniques for design and testing hardware.
  • \n

  • Support design engineers in bench top lab EMI assessments / Engineering Evaluations.
  • \n

  • Develop correlation equations to estimate pass / fail criteria in onsite EMI chambers.
  • \n

  • Be able to look at programs from a system perspective with respect to EMC / EMI areas early in a project. This may include Risk Analysis and recommendations for design changes.
  • \n

  • Educate personnel via Training, Team Talks, e-mail reminders, or through the use of online training to prevent future spillages and recommend policy or procedural changes when needed.
  • \n \n

    Qualifications

    To be successful in this role, you will have :

    \n

  • An active or current DoD Secret clearance.
  • \n

  • US Citizenship.
  • \n

  • Bachelor's of Science Degree in Electrical Engineering, Computer Engineering, Mechanical Engineering, Physics or related field.
  • An Associate's Degree and 2 years of additional experience will be considered in lieu of Bachelor's Degree or a High School Diploma / GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.

    \n

  • 10 years of related / similar experience in electromagnetic / electrical.
  • \n

  • Sound experience with space, military or commercial EMI / EMC design, test planning, execution and mitigation.
  • \n

  • Sound knowledge of and experience in EMI / EMC compliance design and testing per MIL-STD-461 standards for system level and sub-system (box) level electrical / electronic systems.
  • \n

  • Experience working in a multi-disciplinary team consisting of systems engineers, electrical and electronics engineers, acquisition professionals, and logistics and sustainment professionals to achieve program outcomes.
  • \n

  • General knowledge of and basic hands-on experience with of all associated EMI / EMC laboratory test equipment including : Spectrum Analyzers, Radiofrequency (RF) Amplifiers, Signal Generators, EMI Receivers, Antennas, Directional Couplers, and Power Meters.
  • \n

  • An understanding of and ability to specify electronic system test hardware such as oscilloscopes, multi-meters, logic analyzers, function generators, electronic load banks, power supplies, power analyzers, network components etc.
  • \n

  • Ability to facilitate and coordinate efforts with key government and non-government stakeholders.
  • \n

  • Ability to work with minimal supervision.
  • \n

  • Demonstrates strong quantitative, analytical and conceptual thinking skills.
  • \n

  • Must work well within a time sensitive environment.
  • \n

  • Ability to learn and grow individually, while mentoring junior team members effectively, building team cohesion and capacity
  • \n

    Additional desired experience and skills :

    \n

  • Electromagnetic analysis / evaluation / modeling.
  • \n

  • Knowledge of naval ships / submarines, ship systems, or subsystems.
  • \n

  • Electromagnetic hands-on testing (DoD or commercial), including familiarity with oscilloscopes, spectrum analyzers, function generators, and other general electrical test equipment
  • \n

  • Evaluate and recommend materials, components, and design modifications to improve EMC / EMI performance based on analysis and testing results
  • \n

  • Collaborate with design and development teams to integrate EMC / EMI considerations into product designs, ensuring optimal performance
  • \n

  • Electrostatic discharge analysis / evaluation / testing / program management
  • \n

  • Ship / submarine signatures
  • \n

  • Practical / theoretical EMC or ESD experience, particularly with requirements associated with MIL-STD-461, DOD-STD-1399 Section 070, NAVSEA S9407-AB-HBK-010, ANSI / ESD S20.20, IEC 61000-4-2, or MIL-STD-1686.
  • \n

  • Familiarity with MATLAB, Opera 3d (or other finite element analysis software), LabVIEW, SPICE-based simulation software, Visual Studio (using Visual Basic-based language), and / or Teamcenter.
  • \n

  • Experience working in DoD or DoN environments is preferred.
  • \n

  • Experience supporting a submarine acquisition program
  • \n

  • Applicant should be highly motivated and well organized with strong project management skills, and should be capable of working independently and in a team environment.

  • Active NNPI account and CAC
  • \n

  • 5 years of experience with Navy acquisition and Submarine Programs.
  • \n

  • Experience leading a project and interfacing with an end item customer.
  • \n

  • Knowledge of Program Management, including the acquisition process, the budgeting process and Navy program execution.
  • \n

  • Active-Duty Experience in the submarine service.
  • \n

  • Recent experience in Team Submarine.
