The City of Plano's Technology Solutions Department is seeking a dynamic Development Operations Manager to lead the delivery of reliable, high-performing application solutions that support critical city services. This role is ideal for a forward-thinking leader who enjoys creating momentum while ensuring stability, trust, and operational excellence across development teams. The Development Operations Manager brings structure, clarity, and accountability to application delivery, helping translate strategic priorities into actionable work and guiding solutions from concept through secure, controlled production release. Working closely with development, integration, security, and infrastructure teams, this leader fosters predictable releases, proactive risk management, and continuous improvement. By supporting Agile and hybrid delivery methods and leveraging Salesforce's low-code and traditional development practices, the DevOps Manager ensures technology consistently delivers meaningful value for both internal teams and the community we serve.

Hours for this position are Monday - Friday, 8 : 00am - 5 : 00pm. This role is 100 percent on-site; the City of Plano does not offer hybrid or remote options.

Summary of Duties : The Development Operations Manager is responsible for leading and managing the City's DevOps and Applications Service Delivery teams within the Technology Solutions (TS) department. This role focuses on ensuring seamless integration between development and operations functions, overseeing deployment automation, continuous integration, and release management processes. The DevOps Manager serves as a liaison between TS and business partners across the City, ensuring the delivery of secure, scalable, and high-performing technical solutions that meet operational and strategic needs.

Relationship Management :

  • Establish and maintain strong liaison relationships with business partners and the Technology Solutions department to ensure the effective transition of solutions from development to production.
  • Continuously seek opportunities to improve and deepen collaboration between TS and other departments, promoting transparency, trust, and accountability.
  • Salesforce Expertise
  • Salesforce is the City's primary low-code platform, and this role ensures DevOps work is organized, tested and released without errors.

  • Provide hands-on leadership in managing and optimizing Salesforce Public Sector Foundations, OmniStudio (OmniScripts, DataRaptors, FlexCards, Integration Procedures), and Salesforce metadata management.
  • Support and monitor integrations, ensuring reliable and secure communication between Salesforce and external systems such as JDE, PeopleSoft, Clariti, and other third-party platforms.
  • Establish automation frameworks for integration testing, environment provisioning, and version control across development, QA, UAT, and production environments.
  • Collaborate with solution architects and developers to maintain consistency between application releases, APIs, and environment configuration
  • Technical Strategy & Leadership :

  • Lead DevOps initiatives that streamline build, deployment, and monitoring processes across multiple cloud and on-premises platforms.
  • Demonstrate a comprehensive understanding of application development, maintenance, and support processes across diverse software environments.
  • Oversee implementation and management to institute Continual Integration / Continual Delivery (CI / CD) pipeline design, configuration management, release automation, and system observability.
  • Establishes skills development plans and mitigates key-person dependency risks. Development Delivery & Operations :
  • Support existing on-premise and SaaS solutions. (JDE, PeopleSoft, .Net custom solutions)
  • End-to-End applications delivery reliability, from code commit through production operations.
  • Ensure timely resolution of incidents and defects affecting production systems.
  • Develop and maintain operational dashboards, release calendars, and performance metrics to ensure continuous improvement and accountability.
  • Continuous Improvement :

  • Champion automation, monitoring, and feedback loops that reduce manual effort and improve deployment speed and reliability.
  • Foster a culture of innovation, collaboration, and process excellence through DevOps best practices and Agile methodologies.
  • People Management :

  • Lead, mentor, and develop members of the Applications DevOps teams.
  • Participate in interviewing, hiring, promoting, transferring, and, when necessary, terminating employees in alignment with City HR policies and values.
  • Evaluate candidate qualifications and cultural fit to build a cohesive, high-performing team aligned with the City's mission.
  • Security & Quality Assurance :

  • Promote secure application design methodologies and ensure that all development and deployment processes align with the City's cybersecurity standards.
  • Partners with Information Security team to Identify and mitigate potential security vulnerabilities within application development and delivery pipelines.
  • Implement effective quality assurance processes to validate that applications meet high standards for reliability, performance, and user experience.
  • Oversee the code review process, ensuring code quality, maintainability, and adherence to project requirements
  • Marginal Duties :

  • Performs other duties as assigned.
  • Typical Decisions :

  • Manages a team of 6 to 10 developers, assigning projects and tasks to maintain project schedules.
  • Manage contract renewals, reviews, and engagement with vendors. Support the Applications Officer in budget supporting DevOps team.
  • Assigns administration and support roles of platforms to staff as applicable.
  • Supports one or more highly complex business processes, requiring design or integration of technical solutions that may cross multiple functions of the organization.
  • Works with business partners within multiple business processes to align technology solutions with business strategies.
  • Establishes and maintains liaison relationship with business partners and TS in order to provide effective technical solutions.
  • Seeks opportunities to improve and deepen relationship between TS and business partners.
  • Reviews and approves test plans.
  • Provides recommendations for business process redesign and documentation as needed for new technology.
  • Reviews and approves the results of team code review
  • Approves end-user training curriculum and documentation for completeness and correctness.
  • Minimum Qualifications :

  • Familiarity of Programming languages, frameworks, and technologies used in the environment such as Apex, Visual Force, HTML, JavaScript, CSS, and .NET.
  • Proficiencies in ITIL Principles primarily surrounding Release Management.
  • Agile Development Methodology.
  • DevOps practices, CI / CD pipelines, and automation tools (Copado, GitHub, Azure DevOps, etc.).
  • Secure application design methodologies, testing frameworks, and deployment pipelines.
  • Cloud architecture and SaaS platforms.
  • Preferred Qualifications :

  • Salesforce Platform architecture, deployment strategies, and environment management
  • Plus : Salesforce Public Sector Foundations and OmniStudio tools (OmniScripts, DataRaptors,FlexCards, Integration Procedures).
  • Quality assurance frameworks, code management, and testing automation. (JIRA, TestRails, etc.)
  • Skill in : Communicating effectively both verbally and in writing; managing records and files; establishing and maintaining effective working relationships.

    Education : Bachelor's Degree from an accredited college or university in computer science or related field.

    Experience : Four years of experience in a related field. Preferred candidates will have previous experience in leading development teams and / or projects.

    Any work-related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute for the above specified education.

    Licenses and Certifications : Must have a valid Class "C" Driver's License prior to employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law).

    Conditions of Employment : Must pass a drug test, driver's license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

    Physical Demands and Working Conditions : This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and / or public and private representatives in interpreting and enforcing departmental policies and procedures.
