Job Description

Job Description
Salary Range: $85,000 – $100,000 (commensurate with experience)
Status: Full-Time, Exempt
Reports to:
Executive Director
Location:
Las Vegas, Nevada (with travel between Foundation for Recovery sites as needed)

Job Summary
The Clinical Director is a senior leadership role responsible for planning, developing, launching, and overseeing Foundation for Recovery’s new continuum of substance use disorder (SUD) clinical services. This is a rare opportunity to design and lead a best-in-class treatment program within a nationally recognized Recovery Community Organization (RCO) and help build a sustainable, peer-informed, and clinically integrated model of care.

This position will be instrumental in building the Intensive Outpatient (IOP), Outpatient (OP), and Partial Hospitalization (PHP) program from the ground up — guiding initial program design, obtaining necessary state approvals and accreditation, enrolling with insurance payers including Medicaid and Managed Care Organizations, and recruiting a multidisciplinary clinical team.

Once operational, the Clinical Director provides clinical leadership and oversight for all licensed treatment services, ensuring the delivery of high-quality, evidence-based, and person-centered care that integrates with our existing peer-led recovery support programs. The role includes supervision of clinical staff, oversight of compliance and quality assurance, and responsibility for the organization’s clinical policies, procedures, and accreditation standards.

General Accountabilities
Program Development & Launch
  • Lead the planning, design, and launch of the organization’s first licensed SUD treatment programs (IOP, OP, PHP).
  • Develop program structure, clinical workflows, treatment models, and policies/procedures that align with state and federal regulations.
  • Guide the organization through state licensure, certification, and accreditation processes (e.g., CARF, SAPTA, Joint Commission, and/or other recognized bodies).
  • Coordinate and oversee insurance credentialing and payer enrollment, including Medicaid and public insurers, to ensure timely reimbursement and sustainability.
  • Collaborate with executive leadership to create startup budgets, staffing plans, and operational protocols.

Clinical Leadership & Supervision
  • Recruit, hire, onboard, and provide clinical supervision to licensed staff (therapists, case managers, intake/assessment specialists, and support staff).
  • Establish and maintain a culture of evidence-based, trauma-informed, and recovery-oriented care.
  • Facilitate regular clinical team meetings, case consultations, and quality review sessions.
  • Provide direct clinical oversight for complex cases, crisis management, and escalated situations.
Quality Assurance & Compliance
  • Ensure programs maintain compliance with state, federal, and payer requirements for behavioral health services.
  • Develop and oversee clinical documentation standards, ensuring timely and accurate charting in the electronic health record (EHR).
  • Monitor performance metrics (e.g., treatment retention, patient outcomes, utilization rates) and implement continuous quality improvement initiatives.
  • Prepare for and lead site visits, accreditation surveys, and payer audits.
Integration with Recovery Services
  • Work closely with the organization’s peer recovery support team, including housing and employment services, to create a seamless continuum of care from peer-led support to clinical treatment and back to community-based recovery.
  • Support transition planning for clients stepping down from PHP/IOP/OP into peer support and long-term recovery sustainment services.
Community Engagement & Partnerships
  • Serve as the clinical face of the program with community partners, referral sources, and healthcare systems.
  • Build and maintain relationships with courts, hospitals, mental health providers, and insurers to drive referrals and support integrated care.
  • Contribute to public education and outreach regarding treatment options and recovery support.
Qualifications
Education & Licensure
  • Master’s degree or higher in social work, counseling, psychology, marriage and family therapy, or related behavioral health field.
  • Active Nevada clinical license (LCSW, LMFT, LCPC, or equivalent) required.
  • Qualified QMHP under Nevada Medicaid
  • Eligible or experienced as a Clinical Supervisor in Nevada preferred.
Experience
  • Minimum 5 years of progressive leadership experience in behavioral health or substance use disorder treatment settings.
  • Demonstrated success in program startup, licensing, and/or accreditation (CARF or Joint Commission and SAPTA).
  • Experience with insurance credentialing, payer enrollment, and billing processes for behavioral health services, specifically provider types 93, 97, and 14.
  • Proven ability to hire, supervise, and develop clinical teams.
  • Knowledge of IOP, OP, and PHP program operations, including group therapy, individual counseling, assessment, and case management.
Skills & Attributes
  • Strong leadership and organizational skills; able to manage multiple priorities and deadlines.
  • Excellent written and verbal communication, including policy writing and grant/funder reporting.
  • Strategic thinker who can build systems, ensure compliance, and drive clinical excellence.
  • Commitment to person-centered, recovery-oriented, and trauma-informed care.
  • Collaborative and innovative mindset with the ability to integrate peer support and clinical services.
Other Requirements
  • Must pass a background check and drug screening.
  • Valid Nevada driver’s license and reliable transportation.
  • CPR/First Aid certification within three months of hire (provided by employer).
Work Schedule
This is a full-time, exempt leadership position requiring flexibility to meet the needs of a clinical program startup and ongoing operations. Occasional evenings and weekends may be required. Work will be based at the organization’s Las Vegas headquarters and treatment facility, with periodic travel to other sites and community partner locations.

Environment
Our employees work in a supportive and collaborative office environment. This position is full-time and based at our Henderson office. Foundation for Recovery will provide all the tools necessary to perform the duties of the position.

Compensation & Benefits
  • Salary: $85,000 – $100,000 (commensurate with experience)
  • Health, vision, and dental insurance available after 90 days
  • PTO accrual: 10 hours/month
  • Sick Time Off
  • 11 company-paid holidays annually
  • Professional development and continuing education support
