JOB SUMMARY Under the general direction of the Director of Operations or designee, is responsible for planning, organizing, coordinating, supervising and evaluating the operational, maintenance and acquisition programs for the City of Stamford's vehicles and related equipment. Supervises the Office of Operations' Vehicle Maintenance Facility and assigned personnel; does related work as required.
EXAMPLES OF DUTIES- Performs related duties as required.
- Directs the maintenance, repair, and replacement of all automotive, specialized high and construction equipment and related mechanical equipment under the jurisdiction of the Office of Operations.
- Formulates and implements Division operating policies and procedures.
- Prepares and monitors operating and capital budgets for the Office of Operations Vehicle Maintenance Division and assists in the budget preparation of all other City Vehicle Maintenance organizations.
- Establishes procedures and guidelines for the maintenance, repair, and operation of all City Fleet activities.
- Supervises and conducts inspections of equipment repair shops and provides guidance and direction on major maintenance and repair problems.
- Prepares recommendations and specifications for new equipment.
- Ensures inspection and approval of newly purchased vehicles and related equipment.
- Supervises the processing of equipment purchase requests, vehicle and equipment parts inventories, the preparation of equipment cost records and summaries of equipment and maintenance facility inspections, and the maintenance of related records.
- Plans, prepares, and supervises the City's Fleet Preventative Maintenance Program. ?Makes judgments concerning the need to employ private contractor support.
- Approves the design, construction, and modification of equipment in agency shops.
- Respond to storm related emergencies.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES- Ability to work with individuals from diverse backgrounds.
- Thorough knowledge of administrative procedures, including budgeting, planning, personnel management, inventory control and records management.
- Thorough knowledge of the mechanical engineering and business principles related to the design, operation, repair and maintenance of automotive equipment, and specialized highway and construction equipment, including automated work orders and Computer-Aided Fleet/Maintenance Management.
- Thorough knowledge of federal and state safety requirements.
- Thorough knowledge of standard practices, methods, tools, and machines of the various skilled mechanical trades.
- Thorough knowledge of the types and capabilities of equipment used in the performance of municipal work and services.
- Ability to advise subordinates on technical mechanical problems.
- Ability to plan, direct and supervise the work of others.
- Ability to deal effectively with others, including public officials and members of the public. ?Ability to communicate effectively, both orally and in writing.
MINIMUM QUALIFICATIONS Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Engineering or a related field and five (5) years of progressively responsible administrative experience in fleet management, two (2) years of which must have been in a supervisory capacity OR a satisfactorily equivalent combination of training, education and experience as described above.
