Business Systems Analyst
The duties of this position within the Business Innovation Bureau will include but are not limited to the following :
Lead and coordinate business analysis activities.
Manage the relationship with project stakeholders to identify, model and document business process and data requirements.
Translate technical complexities to project stakeholders, ensuring thorough understanding of design decisions.
Work closely with the Project Team to ensure analysis activities are properly estimated and included in the project schedule.
Serve as an external coordinator between NYS Parks, NYS Information Technology Services (ITS), and external vendors.
Serve as an internal liaison between the various bureaus depending on vendor solutions.
Serve as a subject matter expert (SME) for a subset of connectivity projects and enhancements.
Assist facilities with implementation of vendor software updates, hardware updates, and user training, including prioritization of implementation and establishing and mitigating timelines.
Troubleshoot application errors and hardware issues impacting vendor solutions, including research and information gathering, documentation, testing, implementing resolutions and analyzing outcomes.
Work with the Project Team to ensure requirements' gathering stays within scope or enact a change request if the scope needs to be revisited.
Schedule, develop, perform, and analyze results from testing on any projects in progress.
Develop training and user support materials in support projects.
Provide project support as needed.
Perform other duties as assigned.

Business Systems Analyst Trainee 1, SG-14
Four years of business analysis experience including : using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product / SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Subsequent 55-b / c Qualifications :
A subsequent 55-b / c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b / c letter of eligibility.
Reassignment Qualifications :
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Business Services Analyst 1, SG-18; if you have less than one year, you must be reachable on the current Public Administration Transition Program or Professional Careers Opportunities eligible list for this location, if one exists.
52.6 or 70.1 Transfer Qualifications :
At least one year of permanent or contingent-permanent qualifying service as a Grade 16 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note : The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

The incumbent selected for this position must possess excellent communication skills. They will be required to establish and maintain working relationships with professional, paraprofessional, and support staff.
Has the ability to demonstrate experience in requirements gathering, analysis, modeling, communication, specification, and implementation.
Understand the business environment and translates that into effective requirements.
Has the capability to explain technical topics in plain, non-technical language to individuals without a technology background.
Translates program terminology and business needs into technical concepts.
Ability to utilize creative thinking, decision making, problem solving, and system thinking while working with analytics.
Ability to demonstrates exceptional value-added service to internal and external customers.
Able to make recommendations as to the best use of current available technologies regarding system accessibility and database management.
