Position Summary
The Business Development Manager (BDM) is responsible for identifying, developing, and managing strategic growth opportunities for Liberty Behavioral and Community Services (LBCS). This includes expanding service contracts, cultivating referral networks, developing new partnerships, and supporting the organization’s mission to provide quality behavioral health and community-based services.
The BDM plays a key role in ensuring LBCS continues to grow sustainably — aligning business opportunities with regulatory standards, program goals, and the agency’s vision for client-centered care.
Key Responsibilities
Strategic Growth & Market Development
- Research, identify, and pursue new business opportunities within the behavioral health, community services, and government contracting sectors.
- Develop and execute growth strategies that expand LBCS’s presence across counties, schools, hospitals, and community partners.
- Analyze market trends, funding sources, and policy changes affecting behavioral health programs.
- Lead the preparation of Requests for Proposals (RFPs), grants, and partnership proposals in coordination with executive leadership.
- Support development of new service lines or geographic expansions (e.g., NPAs, residential programs, or clinical outreach).
Partnership Management
Build and maintain strong relationships with referral sources, managed care organizations (MCOs), school districts, and government agencies.Represent Liberty at community events, coalitions, and stakeholder meetings.Negotiate and execute memoranda of understanding (MOUs), contracts, and partnership agreements.Coordinate with internal departments (clinical, compliance, HR) to ensure new partnerships integrate smoothly with operational capacity.Marketing & Outreach
Collaborate with the Communications team to design and implement outreach campaigns and promotional materials.Track and report on lead generation, conversion metrics, and contract performance.Oversee development of business presentations, program summaries, and digital content supporting outreach initiatives.Data, Reporting & Compliance
Monitor KPIs and financial projections for new business initiatives.Maintain accurate CRM (client relationship management) and pipeline tracking systems.Ensure all business activities comply with state, county, and federal behavioral health regulations and contractual requirements.Requirements
Qualifications
Education : Bachelor's degree in business administration, Public Health, Psychology, or related field required; Master’s preferred.Experience : Minimum 5 years in business development, healthcare administration, behavioral health operations, or government contracting.Proven success securing and managing contracts in behavioral or community health settings.Excellent negotiation, presentation, and relationship-building skills.Familiarity with California behavioral health systems, Medi-Cal, and nonpublic agency (NPA) contracting preferred.Strong analytical and writing abilities — able to prepare professional proposals and reports.Proficiency in CRM tools, Microsoft Office, and project management systems.Core Competencies

Work Environment
Hybrid or office-based environment with routine travel to partner sites, agencies, and community events. May include attendance at evening or weekend meetings based on outreach schedules.
