Senior Criminal Analyst

Criminal Investigator

Performing highly advanced (senior-level) research and analytical work of a confidential nature to collect, process, and disseminate a wide variety of data and information between and among jurisdictions to support and enhance the successful investigation and prosecution of individuals and groups engaged in criminal activities and support and enhance public safety.

Essential duties and responsibilities include :

• Performing data entry and verification of data files.
• Using teletype and / or computer terminal to access driver licenses, criminal records, various agencies files, NCIC / TCIC and vehicle registration databases to identify subjects for Midland County Sheriff's Office and other law enforcement agencies as requested.
• Conducting assessments of criminal activity and public safety, as well as assessments of threats and vulnerabilities to the state's critical infrastructure.
• Working under the supervision of the TAG Center - Permian Basin Administrator with limited supervision and extensive latitude for the use of initiative and independent judgment.
• Researching, reading, evaluating, and analyzing all reports, letters, booklets, magazines, periodicals, newspaper clippings, and all other materials received by the TAG Center - Permian Basin and the Midland County Sheriff's Office.
• Assisting other divisions, sections, or personnel as needed or directed.
• Providing field investigators with specific information upon request.
• Collecting, analyzing, and summarizing data collected and disseminating pertinent documents to aid investigators in criminal cases and enhance public safety.
• Preparing, compiling, testing, analyzing, and interpreting statistical data.
• Submitting to the TAG Center - Permian Basin Administrator and investigators all intelligence information appearing to be of value to the agency, or to any official law enforcement agency for the prevention and suppression of crime.
• Advising and assisting investigators requesting name checks by furnishing any known or related information that may be of assistance to the requesting investigator but not appearing in the particular area being reviewed.
• Preparing periodic analysis reports relative to crime developments, either as they are currently occurring, or as they are estimated to occur in the future.
• Performing liaison activities with analysts from federal, state, and local law enforcement personnel.
• Maintaining close liaison with jurisdictions in regard to situations, incidents, and occurrences of law enforcement interest.
• Supporting state counterterrorism initiatives by conducting research and providing analytical assessments related to threats from domestic and international groups.
• Providing assessments related to the threats against and vulnerabilities of identified state critical infrastructure.
• Attending meetings and training related to criminal activity of violent offenders and gangs in order to assist law enforcement personnel in evaluating and sharing related pertinent information.
• Preparing charts and court displays for state and federal court.
• Developing and maintaining sources of information by obtaining public information and information from other law enforcement agencies.
• Interacting with the general public to obtain information related to suspicious activity or specific criminal activity.
• Participating in compiling data for specific files to be included in databases.
• Instructing and providing training to TAG Center - Permian Basin and other agencies with informative presentations regarding criminal activities and program responsibilities mandated by the law.
• Evaluating and monitoring legislative bills and proposals.
• Compiling information to be used in bulletins, articles, and publications for the benefit of the law enforcement community.
• Composng and / or completing memoranda / correspondence / reports summarizing documentation pertaining to identified subjects.
• Responsible for researching agency and arresting officer information for appropriate dissemination of jail call or TAG Center - Permian Basin collected evidence on subjects.
• Interacting with other TAG Center to collaborate on crime trends and investigations as appropriate.
• Being an administrator (allow access, remove access, set up and remove groups, moderate and respond) for TAG Center - Permian Basin wireless communications.
• Standing up, moderating and monitoring TAG Center - Midland anonymous tip and information website.
• Being available to travel within the state to support TAG Center operations and training.
• Having reasonable understanding or TAG Center - Permian Basin grant and the ability to act intermittently for the the TAG Center - Permian Basin Administrator with some of these responsibilities.
• Working with Midland County Auditor and Purchasing Department to ensure payment of small items and monthly expenses.
• Collecting and organizing all reporting from TAG Center - Permian Basin investigators and ensuring uniformity and completeness to turn over to prosecutors.
• Assisting TAG Center - Permian Basin Administrator as a back-up for the TAG grant database (eGrants), setting up meetings with Advisory Board, preparing the agenda, and taking notes. Doing the same with state, county and local elected officials, county and local department heads in the Permian Basin.
• Must possess the physical and / or mental abilities required to perform the essential functions of the job.
• Shall abide by all Midland County Polices, City and County Ordinances, and State and Federal Laws.
• Performs any assignment issued by chain of command and / or Sheriff.

Qualifications, education, and / or experience required :

Graduation from a standard senior high school or equivalent, plus at least one year of experience; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Experience recommended, but not necessary, in criminal justice, military, or government intelligence agency or criminal intelligence network organization performing duties of or relating to either criminal investigations, intelligence gathering procedures, police communications / telecommunications network operations, or professional level work involving extensive data and internet research, compilation and correlation of data on a full-time basis, and preparation of analytical reports.

Knowledge of criminal records and analysis and operation of analyst functions as they relate to criminal law enforcement of policies and procedures. Technology Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint), and includes statistical software and tools, and be able to learn new software / systems.
