The Town of Harrisburg is accepting applications in the Finance Department for the position of Financial Analyst. An employee in this class is responsible for a variety of analytical tasks, such as Town-wide budget monitoring, financial modeling and projections, Bond Covenant monitoring, grant facilitation, ad hoc reporting and analysis, and preparing reports to help Town Management make sound financial decisions. The employee must demonstrate analytical skills by successfully handling complex issues related to various aspects of Finance, and display initiative in identifying and resolving the daily problems and activities of the fiscal control system. Assist with solicitations for bids (Invitations for Bid, Requests for Proposals, Requests for Qualifications) depending upon service / item procured; and reviews submittal evaluation criteria as requested. Work involves preparing and analyzing a variety of financial documents, reports, and operating budgets; conducting research and complex financial analysis through trend, statistical, and variance reports; monitoring and evaluating departmental budget status; assisting in budget training and preparing procedures; and developing long-term strategies for efficient financial processes. In addition, the role assists with receiving, disbursing, and accounting of revenues and expenditures for the Town while serving as a backup for the Assistant Finance Director and Accounting Technicians. The role assists in the administration of the Town's purchase contracting function, including bids, requests for proposals and change orders. It also will assist departments with grant applications, management, and tracking while maintaining a Town-wide grant dashboard. Work is performed in accordance with established Town finance procedures, local ordinances, and North Carolina General Statutes governing the responsibilities of local government fiscal operations under the North Carolina Fiscal Control Act. The employee must perform in-depth account analysis and other ad hoc reporting with a focus on cost reductions and performance improvements.
The employee performs responsibilities with a degree of independence, receiving instruction and advice from the Finance Director and Assistant Finance Director when departing from established policies. Work is performed under the supervision of the Assistant Finance Director and is evaluated through performance appraisals, reports, and an independent audit of financial records.
Requires graduation from an accredited college or university with a bachelor's degree in accounting, finance, business administration, statistics, or an equivalent combination of education and experience. Three (3) or more years of experience in governmental accounting or public accounting. The position will require a thorough understanding of governmental accounting.

The hiring range is $56,809 - $70,665 annually and starting salary will be dependent on qualifications and prior experience. Eligible for $2,500 sign-on bonus upon hire.
