Construction Inspector

Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Trains others. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform material tests and manufacturing process inspections at fabrication sites. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Construction Inspector I

Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections. Analyzes procedures to identify deficiencies and recommends improvements to management. Attends pre-construction meetings and answers questions from contractors and other attendees. Calculates payments due contractors for work completed. Conducts project reviews and coordinates inspections with various inspectors and other district / division project managers. Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time / cost estimates. Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards. Ensures contractors build roadways, bridges and related highway structures and airport improvements in accordance with plans and specifications. Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades; as required moves traffic control devices and barricades. Observes and inspects ongoing construction work. Oversees construction record-keeping activities; recommends payments to contractors; recommends change orders, extra work orders / supplemental agreements; reviews proposed change orders submitted by consultants; prepares reports. Supports district maintenance personnel in charge of district routine maintenance inspections. Documents work progress and issues arising throughout scope of project.

Construction Inspector III

In addition to the duties listed above, handles problem calls from producers, suppliers, inspectors and construction project field personnel. Interprets plans and specifications and negotiates with producers and suppliers to resolve differences. Prepares and reviews correspondence. Coordinates inspection schedules, traffic control needs, and access issues directly with district personnel. Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections. Analyzes procedures to identify deficiencies and recommends improvements to management. Attends pre-construction meetings and answers questions from contractors and other attendees. Calculates payments due contractors for work completed. Coordinates communication between district / division / Department of Public Safety and other external entities. Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards. Ensures contractors build roadways, bridges and related highway structures and airport improvements in accordance with plans and specifications. Moves equipment, tool, materials, and products. Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades; as required moves traffic control devices and barricades. Construction Inspector III in addition to the duties listed above assists Project Engineers in determining number of inspectors needed on assigned projects. Ensures prompt notification and repair of any deterioration or damage that could be hazardous to the traveling public. Performs engineering-related planning, design, data collection, inspections, assessments, analysis, and review activities for plan development by others. Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications. Mentors and develops technical employees in test and inspection procedures and material specifications. Handles problem calls from producers, suppliers, inspectors and construction project field personnel. Interprets plans and specifications and negotiates with producers and suppliers to resolve differences. May assist in planning and coordinating office operations. Prepares and reviews correspondence. Prepares monthly and final estimates. Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan. Serves as a lead worker or project leader. Works with Federal Highway Administration representatives to ensure compliance with regulations for assigned projects.
