As a member of the Strategic Customer Group's Government Contracting Team, reporting to the Sr. Manager Government Contracts, Contract Consultants are responsible for the full life cycle of government contractual agreements. This person should be self-motivated, possess excellent research and organizational skills, and have a strong ability to multi-task in a high tempo environment. They should be able to work independently and set own priorities based on current workload, contract due dates, and customer demands. The position will be based in the San Diego office approximately 2 days a week (Hybrid), but remote may be considered as well.
Specific Responsibilities :
- Contract Consultants work closely with internal business unit partners as the leader handling the final offer submission of new federal government contractual opportunities.
- Contract Consultants demonstrate a solid understanding of how customers' business relates to BD's overall product portfolio.
- To be successful, the candidate must possess an ability to develop and cultivate business relationships with internal and external partners.
- Strong organizational skills are necessary as the consultant will be coordinating and supervising daily activities of various business support functions.
- Responsibility for actively setting priorities for the teams to ensure task completion while coordinating work activities with other supervisors.
- A high level of proficiency with Microsoft Office Suite and SalesForce.com is required as the candidate will be trained on tools and workflow processes with the expectation those skills will be applied to solve standard and non-standard problems encountered by the team.
This Role Will Have The Following Responsibilities As Applicable :
Driven Solicitation Proposal - Lead the beginning-to-end Government contract response process with responsibility for opportunity identification, solicitation review, team kickoff meeting and liaison(s) with key partners while developing submission proposal and ensuring appropriate document retention in Contract Lifecycle Management (CLM) system.
Monitor government and third-party outlets such as SAM.gov for new contractual opportunitiesResponsible for ongoing management and tracking of the Government solicitation process from identification of contract opportunity, to award process, to document retention in CLMResearch and review solicitations and initiate project management activities, including leading kickoff meetings with partners / leadership, developing a project plan for solicitation response, handling tasks and due dates to partners and communicating project status to leadership on a regular cadenceAssist with the formal Q&A process by working with the Government Contracting Officers and internal business units in a timely mannerReview FAR and other government clausesOnce contract is awarded, connect with partners and ensure appropriate document retention in accordance with BD document retention policy in CLMContract Award Review - Responsible for thorough and accurate review of all government contract award.
Responsible for the tracking of Government contract awards in CLMResearch and review awards. Coordinate relevant partners to ensure a thorough review of all sections of the contract award in a timely mannerRespond to communications and modifications needed by the Government in a timely mannerReview FAR and other government clausesOnce contracts are fully implemented, connect with partners and ensure appropriate document retention in accordance with BD document retention policy in CLMMaster Contract Solicitation - Lead the beginning-to-end response process with responsibility for solicitation review, initiate and lead kickoff meetings with partners, review contract analytics / reporting, finalize package submission, ongoing monitoring of agreement for important metric reporting, and appropriate document retention.
Actively monitor government and third-party outlets such as SAM.gov for new master contract solicitation opportunitiesResponsible for ongoing management and tracking of the Government solicitation process from identification of contract opportunity, to award process, to document retention in CLMResearch and review solicitations and initiate project management activities, including leading kickoff meetings with partners / leadership, developing a project plan for solicitation response, handling tasks and due dates to partners and communicating project status to leadership on a regular cadenceDevelop and regularly audit Commercial Sales Practices (CSP), including pricing analysis and "what if" scenarios to determine financial impact of business proposalsConduct TAA compliance verification and research TAA waiver eligibilityPrepare final response package by working with various business functional teams, partners, and senior leadershipEnsure appropriate records retention in CLM in accordance with BD document retention policy once contract is awardedQualifications
BA / BS required with 5 years of business experience, or without Bachelor degree, 5+ years extensive experience in the applicable area preferredStrong contracting strategy mentality - able to access situation, collect data and deliver well thought out recommendationsLeadership skills and ability to project lead multifaceted Government contracts from beginning to endCandidate must have shown the ability to quickly establish credibility, trust, and support within all levels of organizationStrong customer-centric skills, and able to adapt to customer needs while maintaining protection of BD's interestsStrong communications and change management experience; must have an ability to develop, present and defend ideas and strategy to internal leaders and partners.Key Competencies
