Description of Job About the Work Unit This position is within the Division of Maintenance and Operations and Traffic Operations Branch of the Colorado Department of Transportation (CDOT). The Traffic Operations Services Branch exists to improve the safety and efficiency of Colorado's transportation system through institutionalized and forward leaning real-time operational excellence. This is accomplished through two primary program areas, the Operation Centers program and the Incident Response program. The Operation Centers program is focused on providing credible, real-time information to the department, first responders, and public. The Incident Response program is focused on providing expert traffic incident management, reduce roadway impacts, and protect the lives of motorists and responders through coordinated and efficient incident response. About the Position We are advertising for two (2) Incident Response Team (IRT) Supervisor positions. These positions will work for approximately half of the week (either Sunday Wednesday or Wednesday - Saturday : 10 hour shifts). The positions will oversee the daily operations of the IRT, implement team goals and standards that align with organizational goals and objectives. The IRT Supervisors will provides the day-to-day coordination and resource management between the Incident Response Team, Maintenance and the Safety Patrol program. Both positions are anticipated to be approximately 80% in the field and 20% in the office. Major duties and responsibilities include, but are not limited to : + Provide knowledge and expertise in Traffic Incident Management (TIM) to communicate, coordinate, and collaborate with partner agencies to bring closure to roadway incidents and return operations to normal status based on time of day and year efficiently and effectively. + Collaborate with leadership across CDOT to contribute to the achievement of CDOT's mobility operations objectives. + Observe traffic and respond to traffic related incidents. + Provide incident support to safely, effectively, efficiently restore normal traffic to the area. + Train others in the performance of these duties.-some training in field; + Evaluate training needs and assisting with development of training for team, partners and stakeholders. + .Coordinate safety patrol resources assigned to specific geographical areas of operation. + Coordinate with other departments and staff to develop a comprehensive strategy for managing special events. + Respond to large scale incident / disasters statewide. + Provide leadership to the team members and directs work. + Conduct quarterly and final performance reviews; mentor, coach guide and support employees; approve personnel actions, leave requests, training requests and timesheets. + Coordinate contract services, e.g., safety patrol, to clear crashes and other incidents based on assessment of impact the crash and the effect any incident is having on traffic movement. + Determine type, structure, and need for implementing a command structure with other response agencies. + Request CDOT resources, through the TOC, for aid in restoring highway operations to pre-incident condition. + Engage to develop strong, viable coalitions focused on improving responder safety and quick clearance principles. + Ensure all operational strategies, improvements, and / or changes have been coordinated with local stakeholder groups + Other duties as assigned. Work Environment : + Primarily 7 : 00 am 15 : 30 pm work hours, Monday-Friday (approximately 2-3 weeks then transition to a shift schedule of Sun-Wed or Wed-Sat) + Travel required throughout the state for planning, coordination and emergency activation. + On-call. + Required to report without delay or interruption to provide essential or emergency services to ensure health, safety, and welfare. + Use of CDOT vehicles. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications Experience Only : + Four years (4) years of relevant experience in Incident Management, Crisis Management, Transportation, Transportation Management, Emergency Management, Management, Safety Management, Communications or or other work related to the major duties of this position. And + Four (4) years of professional work experience and / or training in directing and / or managing traffic incidents. OR Education and Experience : A combination of related education and / or relevant experience in an occupation related to the work assigned equal to eight (8) years. + Education from an accredited college or university with coursework in Incident Management, Crisis Management, Transportation Management, Emergency Management, Safety Management, Management, Communications or another field of study closely related to the duties of this position will be considered. + Professional work experience and / or training in directing and / or managing traffic incidents.
