Position Overview

Salary Range :

  • Engineer I - $72,694.54 - $97,427.62 / annually
  • Engineer II - $83,587.09 - $111,961.20 / annually
  • Salary reflects Step 1 and Step 7 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.

Work Schedule : Monday through Friday, 8 : 00 a.m. - 5 : 00 p.m. This is an exempt position.

Job Summary : Engineer I

Under general supervision to perform professional engineering work involved in the design, investigation and construction of all types of public improvement projects including streets, storm drainage, water and wastewater systems; to prepare plans and specifications; and to act as a project manager on assigned projects. This is the entry level in the Engineer class series which operates under the supervision of a registered Professional Engineer in Montana. Positions at this level usually perform most of the duties required of the positions at the Engineer II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience. In addition, positions at this class level are not expected to possess registration as a Professional Engineer but must possess an Engineering-in-Training License.

Engineer II

Under general supervision to perform professional engineering work involved in the design, investigation and construction of engineering projects including streets, traffic controls, stormwater, solid waste, and water and wastewater systems; to prepare plans and specifications; and to act as a project manager on assigned projects. This position performs a full range of duties as assigned, working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and positions at the Engineer II level are normally filled by advancement from the Engineer I level when a Montana Registered Professional Engineers License is obtained.

Scope of Responsibility :

Engineer I

Incumbent has a high degree of understanding of department or functional operations and is able to work with considerable initiative. Working under management guidance, incumbents administer operating rules and procedures and may establish precedents within defined limits. Work product has noticeable impact on departmental operations with moderate impact on the overall organization. Incumbents have frequent interaction with staff, co-workers and key customers to provide detailed procedures and respond to technical questions.

Engineer II

Incumbent has a high degree of understanding of department and functional operations and is able to work with considerable initiative. With overall guidance from senior management, incumbent will make decisions by applying established management and professional principles. Incumbent may develop or recommend new ways of solving complex and technical problems. Work product has noticeable impact on departmental operations as well as some impact on the overall City operation. Incumbent must have the ability to exercise discretion regarding confidential matters, which requires considerable tact, sense of timing and the ability to engender trust. Incumbent provides management and leadership to a number of senior managers within the Department.

Essential Duties and Responsibilities

Engineer I

Engineering, Design & Project Management

  • Serve as project manager on assigned projects; oversee, direct and review the work of assigned professional and technical project staff; establish design criteria to be used by project staff and / or outside consultants; establish grades for streets, curbs and gutters, alleys or other paving projects, water and sewer lines and facilities, and similar projects; prepare preliminary and final estimates of work and material requirements; coordinate required advertising for bids.
  • Act as a project engineer; research applicable codes, regulations and requirements for assigned project; develop and oversee the development of construction plans and specifications; oversee and prepare changes as field conditions warrant.
  • Maintain constant awareness of progress on assigned projects to assure compliance with designated time and cost schedules for project completion; supervise and participate in the inspection of construction projects; prepare change orders; review contractors estimates and prepare / review progress payments.
  • Provide assistance to construction inspectors in the interpretation of plans and resolution of problems during construction; review and record drawings to ensure compliance with original plans and specifications.
  • Participate in directing the activities of survey parties; convert, compute, and plot information obtained in field surveys.
  • Participate in the evaluation of procedures and in the development of new and improved practices.
  • Participate in the development and preparation of standards for engineering design and materials of construction.
  • Prepare special engineering studies and reports; perform special assignments on engineering problems as necessary; prepare specific studies for other City staff.
  • Department Operations

  • Review subdivision plans and site plans for conformance with City ordinances and State law.
  • Review private contract projects for conformance with City ordinances, policies, standards and accepted engineering practices; meet with architects, engineers, and developers to provide preliminary review of development concept and design.
  • Review and process requests for Special Improvement Districts, right-of-way vacations, encroachment permits, address assignment and site development ordinance variance request.
  • Participate in the Development Review Committee.
  • Provide technical assistance and support to other divisions and departments; provide public counter support to developers, builders, contractors and the general public pertaining to City engineering and related requirements; attend public meetings as requested.
  • Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
  • Performs other duties as assigned

    Engineer II

  • Supervision

  • Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Plan, direct, coordinate, and review the work plan for the Engineering Division; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures to ensure that correct, efficient, cost effective, and safe work procedures are followed.
  • Department Operations

    Qualifications and Skills

    Required Qualifications and Skills for Engineer I :

  • Bachelor's degree in engineering, or a related field with less than one year of combined education and experience, or equivalent
  • Positions at this class level are not expected to possess registration as a Professional Engineer, but must possess an Engineer-in-Training license
  • Required Qualifications and Skills for Engineer II :

  • Bachelor's degree in engineering, or a related field
  • Montana Registered Professional Engineer's License or must be obtained within one (1) year
  • Five (5) or more years of combined education or experience, or equivalent
  • Required Qualifications and Skills for both Engineer I and Engineer II :

  • Must have strong interpersonal skills
  • Must be able to operate personal computers and proficiency with Microsoft Office applications, or equivalent
  • Preferred Qualifications and Skills for both Engineer I and Engineer II

  • Experience with city government and knowledge of department or function operations
  • Physical Demands and Working Conditions

    Work is indoors in a normal office environment with occasional field visits. Intermittent physical effort involving lifting of 25 pounds or less is required. Work requires high attention to detail and deadlines between 45% and 70% of the time. Exposure to one disagreeable element present in moderate intensity between 15% and 45% of the time. In some department applications it may be necessary to drive on occasion.
