Purpose & Job Related Requirements

REPORTS TO : Police Criminal Intelligence Analyst Supervisor

FLSA STATUS : Non-Exempt

CLASSIFICATION : Personnel System - Requires satisfactory completion of a six month probationary period.

PAY GRADE : Analyst I - 117 Analyst II - 119

SAFETY SENSITIVE : Yes;subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.

Purpose of Job

Analyst I -The purpose of this position is to perform entry-level crime and intelligence analysis to support law enforcement operations the Real Time Crime Center (RTCC) and investigative units. The Criminal Intelligence Analyst I collects organizes and evaluates criminal data; produces basic tactical reports maps and bulletins; and monitors real-time incidents under close supervision. This position focuses on developing foundational analytical skills and supporting more complex projects led by senior analysts and investigators. Work is performed with guidance from higher-level analysts and the Criminal Intelligence Analyst Supervisor to ensure accuracy and adherence to established methodologies.

Analyst II - The purpose of this position is to perform intermediate-level crime and intelligence analysis to support the Real Time Crime Center (RTCC) investigative units and strategic initiatives within the agency. The Criminal Intelligence Analyst II independently collects evaluates and interprets criminal data from multiple sources; develops comprehensive tactical and strategic intelligence products; and identifies crime trends series and emerging threats. This position frequently collaborates with detectives patrol officers and external partners serving as a primary point of contact for intelligence sharing. Analyst II staff also mentor and provide guidance to Analyst I personnel and may act as shift lead in the RTCC. Work is performed with limited supervision requiring independent judgment in prioritizing tasks and recommending resource deployments

Job Related Requirements

Work Schedule : Monday through Friday / 40 hours per week / may require nights and weekends

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Analyst I - Bachelors degree in Criminal Justice Criminology Public Administration Data Analytics or a closely related field with one year of experience in data analysis research methods statistics or a related analytical field.

Must obtain the Crime Intelligence Analysis Certification from the Georgia Peace Officer Standards and Training Council or an equivalent certification from nationally recognized organizations within 18 months.

Analyst II -

Bachelors degree in Criminal Justice Criminology Public Administration Data Analytics or a closely related field with four years of experience in crime analysis intelligence analysis data analytics statistics or a related field required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this position.

Must have at least one year of experience in law enforcement or public safety environment.

Must possess the Crime Intelligence Analysis Certification from the Georgia Peace Officer Standards and Training Council or an equivalent certification from nationally recognized organization.

Analyst I and II-

Must possess a valid drivers license.

Must be able to pass a background investigation and maintain clearance to access law enforcement databases (e.g. NCIC / GCIC).

  • Collect organize and enter criminal data from multiple sources ensuring accuracy and completeness.
  • Monitor Real Time Crime Center (RTCC) feeds and identify priority incidents for immediate notification
  • Produce basic tactical crime analysis products such as crime bulletins hotspot maps and short-term trend reports under supervision
  • Assist in compiling daily weekly and monthly summaries of crime and calls for service
  • Support ongoing investigations by gathering background information and developing basic link charts timelines and case support packages
  • Maintain databases records and intelligence files in compliance with applicable laws and policies
  • Assist in disseminating information to officers detectives and external partners as directed by higher-level analysts or the Supervisor
  • Provide routine technical support for analytical software and data systems used by the unit
  • Participate in training to develop advanced analytical techniques and knowledge of law enforcement procedures
  • Perform other related duties as assigned
  • Knowledge :
  • Knowledge of crime analysis concepts investigative processes and law enforcement operations.

  • Knowledge of statistical principles and data analysis methods.
  • Knowledge of law enforcement information-sharing systems and database restrictions (e.g. NCIC / GCIC).
  • Knowledge of mapping and Geographic Information Systems (GIS) tools.
  • Knowledge of data analysis software and crime analysis tools.
  • Knowledge of the principles practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Police Department.
  • Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties and responsibilities of the position.

  • Essential Duties :
  • Independently collect analyze and interpret criminal data to identify patterns series and emerging threats.

  • Develop and disseminate comprehensive tactical and strategic intelligence products including bulletins trend analyses and predictive models.
  • Serve as a primary point of contact for detectives patrol officers and external partners on intelligence-related matters.
  • Conduct advanced GIS mapping link analysis social media and open-source research and data mining to support investigations.
  • Mentor and provide guidance to Criminal Intelligence Analyst I staff on routine analysis software platforms and best practices.
  • Act as shift lead in the Real Time Crime Center (RTCC) when the Senior Analyst or Supervisor is unavailable prioritizing workload and disseminating time-sensitive information.
  • Produce and present analytical briefings for command staff investigative units and task forces.
  • Collaborate with regional and state intelligence partners to exchange information and coordinate joint initiatives.
  • Ensure that all intelligence products comply with legal privacy and departmental standards.
  • Perform other related duties as assigned.
  • Knowledge :

    TO PERFORM ESSENTIAL JOB FUNCTIONS

    PHYSICAL REQUIREMENTS : Must be physically able to operate a variety of machinery and equipment including a computer printer scanner calculator copier fax and telephone. This position requires : walking standing bending stooping pushing pulling lifting fingering grasping feeling seeing talking hearing and repetitive motions. Must be able to exert up to twenty pounds of force occasionally and / or up to ten pounds of force frequently. Physical demand requirements are at levels of those for light work.

    INTERPERSONAL COMMUNICATION : Requires the ability to hear speak and / or signal people to convey or exchange information. Includes giving / receiving assignments and / or directions to / from co-workers assistants or supervisors.

    LANGUAGE ABILITY : Requires ability to read a variety of informational documentation directions instructions methods and procedures. Requires the ability to prepare letters reports forms spreadsheets etc. using prescribed formats and conforming to all rules of punctuation grammar diction and style. Requires the ability to speak to individuals and / or groups of people with poise voice control and confidence.

    INTELLIGENCE : Requires the ability to learn and understand relatively complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.

    VERBAL APTITUDE : Requires the ability to record and deliver information to explain procedures and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative technical or professional languages including terminology related to law enforcement.

    NUMERICAL APTITUDE : Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages; perform calculations involving variables.

    FORM / SPATIAL APTITUDE : Requires the ability to inspect items for proper length width and shape visually with a variety of machinery and equipment including a computer printer scanner calculator copier fax and telephone.

    MOTOR COORDINATION : Requires the ability to coordinate hands fingers and eyes accurately in using office equipment. Requires the ability to use the keyboard lift bend push and pull objects or materials using body parts as the position necessitates.

    MANUAL DEXTERITY : Requires the ability to handle a variety of items such as automated office equipment secretarial supplies and computer supplies. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye / hand / foot coordination
