Job Description

Cape Fox subsidiary Mountain Point is seeking a Site Superintendent / Quality Control Manager, this is a dual role. The position is responsible for day-to-day project site management, including planning, coordinating, integrating, monitoring, and driving all project activities and milestones per plan; ensuring the maintenance of technical communications and business files; monitoring and reporting schedule variances from plan; appraising impact of variances; recommending and implementing corrective actions; and maintaining client communications. This position reports to the assigned Project Manager for Mountain Point, a construction company. Work will be performed primarily at a federal project site near Tusculoosa, AL and within the Southern United States (Texas, Oklahoma, Louisiana, Mississippi, Alabama, Georgia, Arkansas, Florida). General construction work will include building renovations and repairs; new construction; pre-construction services, IT and physical security upgrades; electrical, plumbing and HVAC; and demolition. Civil and utility work will focus on specific electrical and underground water infrastructure (e.g., potable water, storm, sewer) and all associated earth moving services.

The Site Superintendent is responsible for the planning, scheduling, organizing, directing and controlling construction projects from start to finish according to schedule, specifications and budget. The employee will supervise the day-to-day work of the crew and subcontractors and prioritize work for the project duration. The Site Superintendent must be able to serve as QC Manager on select Federal contracts, if needed. An active or be able to successfully complete “Construction Quality Management” certification from the United States Army Corps of Engineers (USACE) is required. The Site Superintendent will also support the Quality Control (QC) Manager.

The Site Superintendent will be the direct liaison with the Government Contracting Official on-site as well as directing the daily activities of subcontractors and vendors to ensure compliance with contract documents, safety rules, and quality / security requirements to maximize production and eliminate disruptions and downtime. The employee will ensure the construction schedule and budget are kept in accordance with the plan.

The Site Superintendent will support the management of the Contractor Health and Safety Program (for purposes of this requirement, the Health and Safety Program is equivalent to Safety and Occupational Health Program in EM -1-1, U.S. Army Corps of Engineers Safety and Health Requirements Manual).

Essential Functions and Responsibilities

Duties include :

  • Be the primary contact with the Government until acceptance.
  • Be at the job site at all times when work is taking place and must have full authority to act for the Contractor.
  • Attend and participate in preconstruction progress, weekly meetings, coordination meetings, including project and subcontractor meetings
  • Support project health and safety plans in the workplace according to OSHA guidelines and EM-1-1
  • Maintain high level of professionalism and carry out a policy of courtesy and superior customer service. Exercise tact, good manners and diplomacy.
  • Maintain a thorough understanding of commercial construction industry practices and standards.
  • Accomplish construction project results by understanding the scope of work, working with Project Manager to contract with subcontractors then coordinating and scheduling the various trades, resolving issues, to reach a timely conclusion.
  • Supervise the coordination and input as needed with the contractors’ providing services and infrastructure
  • Prepare progress reports and issue progress schedules to clients.
  • Oversee day-to-day field activities.
  • Assist and fill in for Project Managers when they are not available.
  • Assist subcontractors with Federal procedures and rules.
  • Manage subcontractor base access issues.
  • Supervise the activities of subcontractors and subordinate staff.
  • Conduct employee orientations and safety meetings.
  • Supervise day-to-day work of crew and prioritize work at hand.
  • Ability to effectively lead a crew on schedule while monitoring quality of work at hand.
  • Effectively follow plans / guidelines while conducting regular safety meetings
  • Enforces all client-required safety policies and procedures.
  • Comply with all company policies and procedures and safety requirements, including crew member discipline and documentation.
  • Conduct pre final inspections / establish punch list if required / ensure all deficiencies are corrected.
  • Coordinate and conduct final inspections with government contracting and civil engineer personnel.
  • Submit as-builts on finished projects.
  • Manage close out process and warranty responses with project manager.

Work Environment

Primary work will be supporting construction efforts on U.S. Government contracts at military installations. Site Superintendents typically work full-time in a variety of settings, including offices, facilities or construction sites. The work typically involves considerable travel and fieldwork, and the employee can be exposed to dangerous or stressful situations. The employee must use safety equipment to minimize the risk of illness or injury.

Employee must be able to work with minimal supervision, be flexible, cooperative and take initiative; work well under pressure, plan, be resourceful, and well organized; maintain an effective working relationship with co-workers and be polite and professional with the general public; maintain a professional approach towards work and a positive attitude and philosophy consistent with Company standards.

Travel Requirements 10 - 25% Salary Grade Job Requirements

Education and / or Experience

  • Minimum of 5 years combined experience in the following positions : Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type construction.
  • Five years in supervising / managing construction projects with at least 2 years of experience as a QC Manager.
  • Knowledgeable with the provisions of EM -1-1 "Corps of Engineers Safety and Occupational Health Requirements Manual, dated March have experience in the areas of hazard identification, safety compliance, and sustainability.
  • Certifications and training should include :
  • 30-Hour OSHA Construction Training Program
  • First Aid / CPR certification
  • USACE Construction Quality Management for Contractors
  • Hazardous Material Management (HAZWOPER) (desired)
  • Qualifications and Requirements

  • Have 5 or more years of hands-on experience as a Site Superintendent in similar facility construction technology, methods, and equipment, tools and work procedures.
  • Completed 30-Hour OSHA Construction Course.
  • Completed 40-Hour EM -1-1 Certified Site Safety & Health Course (desired).
  • Completed the USACE Construction Quality Management (CQM for Contractors) course certification.
  • Must be able to effectively manage subordinate professionals.
  • Proven skills to identify onsite construction hazards and recommend / implement elimination, mitigation or controls.
  • Proven knowledge of construction equipment, methods, and processes and how to incorporate best safe practices in our daily activities.
  • Ability to work under deadline pressure, handle stress and deliver professional results.
  • Long hours and weekends may be required to meet deliverables.
  • Strong oral and written communication and presentation skills, with the ability to communicate with others at all levels of the organization.
  • Ability to travel to company work sites, as needed.
  • Computer skills including Microsoft Word, Excel, PowerPoint, and Outlook.
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of .
  • This position requires the ability to maneuver around work sites, see, hear, and verbally communicate with co-workers and clients. Essential and marginal functions may require maintaining the physical condition necessary for bending, stooping, sitting, walking, climbing, or standing for prolonged periods of time; frequent opportunity to move about and to work outside the office environment for extended periods involving exposure to the elements with weather that will include extreme heat, cold, wind, rain or other inclement weather, walking over rough and uneven surfaces, and routine lifting of up to 25 pounds and climbing ladders. If required, must properly use personal protective equipment (PPE) at all times including but not limited to; hard hats, steel-toed boots, eye protection, respiratory protection, and hearing protection. The Site Superintendent / Quality Control Manager must maintain a constant state of mental alertness at all times.
