Job Goal : Constables will patrol District properties, investigate incidents, apprehend suspects, and make recommendations to resolve security issues, ensuring the safety of students, staff, and visitors. Under the direction of school and district leadership, they will also support emergency management planning, enforce public safety policies, and manage campus security functions.

Job Qualifications :

  • Must hold or be eligible for a current commission as a Delaware State Constable approved through the Delaware Constable Commission and the Delaware State Police State Bureau of Identification Professional Standards Department.
  • Must possess a minimum of 5 years of experience working in law enforcement, as a uniformed Police member, with successful evaluations. 10 years preferred.
  • Must possess and maintain firearms certification for handgun as required by the Delaware State Police Professional Standards for Constables.
  • Must possess the physical stamina required for patrolling school campus / district properties.
  • Must possess or is willing to obtain first aid and CPR certificates.
  • Must possess and maintain a valid driver's license.
  • Must pass a criminal background check.
  • Must meet requirements for suitability determination on a criminal background check.

Essential Functions :

  • Patrols District facilities and school campuses before, during and after regular business and school hours by vehicle and on foot to enforce regulations, prevent criminal activity and enforce criminal law. Guards against and inspects for vandalism, illegal entry, theft and fire.
  • Maintains high visibility on District sites to prevent crime and disturbances.
  • Responds to emergencies and reported incidents in schools, coordinates response of other public safety agencies or District resources as required.
  • Responds to private residences and business for calls for service as it relates to District students or staff for criminal and non-criminal matters.
  • Provides guidance to students, visitors, and District personnel on proper and lawful campus actions and behavior. Provides police services and crowd control for meetings, events, and school activities as requested or needed, including evening functions.
  • Conducts routine investigations of incidents. Contacts and coordinates with local law enforcement agencies. Takes criminal reports and submits reports for criminal prosecution.
  • Provides written reports on incidents or arrests.
  • Identifies, observes and questions persons on or near school premises when the reason for their presence or intentions are unknown.
  • May transport students as determined by District officials.
  • Assists building administrators with safety drills and responding to threats.
  • Monitors the interior and exterior of the school building and campus before, during and after school to ensure the safety and welfare of students, staff, volunteers and visitors and to ensure the security of school facilities and assets. Is responsible for validating that exterior doors are secure throughout the school day.
  • Monitors the interior and external school spaces for disturbances, fights, unauthorized visitors and / or criminal activity. Assesses danger and intervenes to halt or prevent fights, disturbances, and diffuses threatening or confrontational situations between students and others.
  • Assists building administrators with student incidences, including but not limited to bullying, fights, thefts, possible weapons possession, and substance abuse.
  • Attend ongoing training to maintain skills and safety practices.
  • Manages and maintain building safety platforms such as Navigate360 and RAVE.
  • Monitors the building camera system periodically throughout the day.
  • Coordinates all communications / activities with community police agencies.
  • Conducts regular inspection of installed electronic and physical security systems such as access control and video surveillance systems.
  • Performs related duties as assigned.
  • Skills and Knowledge Requirements :

  • Knowledge of Due Process, Laws of arrest, search and seizure, Patrol methods, Criminal investigation methods, Arrest procedures, First Aid and CPR procedures, Juvenile Justice System, and the Applicable portions of the Delaware Penal Code, the Delaware Vehicle Code, and the Delaware Education Code.
  • Thorough knowledge of the principles and practices of school operations and school safety.
  • Knowledge of student behavior management preferred .
  • Knowledge of laws, Codes and Regulations pertaining to safety and student discipline preferred .
  • Knowledge and experience participating in tabletop exercises and drills required by state law.
  • Skill in working with school administration preferred
  • Skill in communicating effectively with District stakeholders, including community members, staff, and students.
  • Skill in operating camera systems.
  • Ability to maintain confidential information.
  • Ability to establish and maintain effective working relationships.
  • Physical Requirements : While performing the duties of this job, the employee is occasionally required to stand for a minimum of 4 hours per workday, sit, use hands to the finger(s), handle, or feel objects, tools or controls, use fingers to type and / or write; reach with hands and arms; talk or hear; taste or smell. Specific vision abilities required by the job include close, distance, and color vision, peripheral and depth perception and the ability to adjust focus. Must be able to lift, carry, push and pull up to 50 pounds. If lifting in excess of this weight is necessary, the assistance of a second person is required. The physical demands of this position will also include the ability of the individual to perform all of the essential functions and related responsibilities of the position with or without reasonable accommodations.

    Work Environment : This position normally performs the majority of work in school buildings, offices and district properties.
