IEG's Role

The Independent Evaluation Group (IEG) is responsible for the assessment of the relevance, efficacy, and efficiency of the WBG operational policies, programs and activities, and their contribution to development effectiveness. IEG's evaluations aim to enhance accountability and learning to inform the formulation of new directions, policies and procedures, country and sector strategies, and programs for the WBG's work.

IEG is directly responsible for

  • Assessing whether the WBG Institutions' operational policies, programs and activities are producing the expected results, including global, regional, and other programs in which the Institution(s) is (are) a participant.
  • Incorporating evaluation assessments and findings into recommendations designed to help improve the development effectiveness of the WBG's programs and activities, and their responsiveness to member countries' needs and concerns.
  • Appraising the Institutions' self-evaluations of strategies and projects and attesting to their adequacy to the Boards.
  • Reporting periodically to the Boards on actions taken by the Institution(s) in response to evaluation findings, and on the measures being taken to improve the overall operations evaluation system including dissemination and outreach activities.
  • Identifying and disseminating evaluation findings and lessons to maximize contributions to the WBG's learning and knowledge framework and reinforce learning and accountability within the World Bank Group in service of achieving its corporate goals.
  • Encouraging and assisting developing member countries to build effective monitoring and evaluation associations, capacities and systems.
  • Working closely with development partners among donors and developing countries in order to foster international evaluation harmonization, to develop evaluation capacity in developing countries, and to encourage best practice in international development evaluation.

IEG operational departments

IEG is led by the Director General, Evaluation (DGE), who reports directly to the Board of Executive Directors through the Committee on Development Effectiveness (CODE). IEG's organizational structure comprises two operational departments : Finance, Private Sector, Sustainable Development and Infrastructure (IEGSP) and Human Development and Economic Growth (IEGHE), which are responsible for leading the evaluation of WBG programs and projects, analytic and advisory products, country strategies, corporate evaluations, and sector, thematic or focused evaluations across the WBG. The IEGSP department comprises three units : IEGPS, IEGID, and IEGPL.

The IEGPL unit evaluates the work of the World Bank, the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA) on issues relating to the Planet sectors - agriculture, environment, water, climate. In these areas, the IEGPL unit is responsible for conducting both micro and macro work conducting validations and thematic evaluations as well as synthesis evaluation products, project cluster evaluations and learning engagements (LE), among others.

Duties and Accountabilities

IEGPL is seeking a dynamic candidate to join the Team as a Program Assistant. The Program Assistant is an integral part of the IEGPL team. S / He will report to the Manager and will provide high quality administrative and executive support to the Manager and the team.

The primary responsibilities will include, but are not limited to, the following :

  • Draft routine correspondence, prepare meeting minutes as required and proofread materials using proper grammar, punctuation, and style. Incorporate agreed comments into documents, making full use of Office 365, shared drives, and software capabilities;
  • Support IEGPL colleagues in the timely delivery of high-quality reports and presentations. Assist in formatting project evaluations, learning products, large reports and presentations intended for the Board / CODE and other audiences that include text, graphics and edits from different authors, analysts and reviewers. Ensure that these reports are consistent, complete and conform to IEG guidelines and standard formats.
  • Assist the Team in managing consultants, by submitting requests in Admin Portal, coordinating with HR Operations on appointment letters, creating travel requests and statement of expenses for consultant field trips / official travel as requested, and advising consultants on the STC payment system; Guiding TTLs on the hiring process i.e. determine rates as per the HR STC compensation guidelines. Review contracts that have expired and close purchase orders timely.
  • Assist the manager in planning and tracking budget.
  • Track task milestones, monitor task budgets, and report on commitments / expenditures as required, follow up on pending actions and report to the team;
  • Assist manager with scheduling and organizing meetings through outlook. Organize departmental meetings, events, BBLs and workshops and make arrangements including all logistical planning and complete OLC required process when creating an event profile (e.g., venue, audio visual equipment reservations when required, etc.);
  • Complete PCard assessment through procurement to maintain incidental expenses and membership fees using the PCard exclusively for IEGPL. Order equipment through e-services.
  • Provide general research support and respond to diverse inquiries.
  • Provide a full range of administrative support to Evaluation Officers, and serve as a back-up support to other Program Assistants on evaluations and administrative tasks, as required.
  • Keep abreast of institutional policies and procedures in the world Bank, IFC and MIGA.
  • Provide support to the IEGSP Front Office, and other IEGSP units, when called upon during heavy workload, transition periods, or on ad hoc assignments as needed.
  • Selection Criteria

    Attention : "Preference willbe given to local talent, that is, applicants that are authorized to work inthe duty station for any employer. Internal applicants may apply per existingguidelines."

  • High school diploma with 7 years of experience, or an equivalent combination of education and experience. Bachelor's degree preferred.
  • In-depth knowledge of Bank Group operational procedures, practices, and quality standards. Excellent familiarity with the Bank Group's organizational structure and administrative, operational, and human resources policies, processes and procedures and ability to communicate these to others.
  • Self-motivated and dedicated team player with excellent organizational and communications skills, project and data management skills, attention to detail and a demonstrated ability to work independently and handle a variety of concurrent activities in a timely manner with little supervision.
  • Proven ability to handle and communicate matters of a sensitive and confidential nature.
  • Ability to become rapidly familiar with the IEG's business activities and overall objectives and an understanding of the context in which it operates.
  • Demonstrated ability to process and format demanding documents independently and to the highest standards.
  • Extensive knowledge and understanding of World Bank Group administrative and operational procedures, including Admin Portal.
  • Advanced skills in computer applications including standard office and information technology packages (Word, Excel, PowerPoint, Outlook and SAP). Must be very familiar with report formatting, inserting graphs / tables, advanced features of MS Word. Knowledge of MS Project an added advantage.
