Job Summary
This position is located in the Department of For-Hire Vehicles (DFHV), Enforcement Divisions. The mission of the Department of For-Hire Vehicles (DFHV) is to protect public interest by regulating the vehicle-for-hire industry to allow the residents and visitors of the District of Columbia to have safe, affordable, and accessible transportation options.
The Supervisory, Management and Program Analyst will provide analytical and evaluative expertise by conducting extensive and complex research, data collection, and program evaluations. The incumbent will translate this work into findings, recommendations, program proposals, action plans, policies, procedures and other guidelines focused on improving the quality and delivery of programs and services throughout DFHV.
Duties and Responsibilities
The incumbent is responsible for the monitoring and reporting of DFHV's strategic planning and performance management efforts. Develop policies, protocols, procedures, and other tools for designing program standards, benchmarks, measurable outcomes, and standard operating procedures. Designs written guidelines, templates, and various other tools to assist agency staff in drafting program proposals and implementing action plans. Develops formal policies, procedures, and guidelines for developing program curricula for agency staff. Reviews deliverables and provides final approval. Translates best practices derived from research and program evaluations into benchmarks, standard operating procedures and strategic program plans. Provides coaching and consulting services as necessary throughout project implementation. Maintains a close liaison with relevant trade associations and networks.
Qualifications and Education
Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Residency Requirement : If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
