ABOUT THE POSITION :

Under general direction, the Senior Human Resources Analyst performs advanced professional and technical work in support of key human resources programs, including labor and employee relations and classification and compensation. This role combines program oversight with hands-on execution, providing complex analytical and staff support to Human Resources management. Funded for an initial three-year term, the position offers an experienced HR professional the opportunity to take ownership, apply sound judgment, and use analytical expertise to address complex workforce challenges.

Application Process

A limited number of top applicantsbased on their training, experience, and qualificationswill move forward in the selection process. The City will first review all online applications to decide who advances. Next steps may include a written exercise, skills test, panel interview, and final department interview. The Human Resources Department may adjust these steps as needed.

Before starting work, selected candidates must pass a Live Scan fingerprint background check and reference check.

Applicants who complete all phases successfully will be placed on an eligibility list, active for 12 months. This list may be used to fill similar full-time, part-time, or seasonal positions.

SUMMARY :

Under general direction, performs advanced professional and technical duties in support of human resources programs, including recruitment and selection, classification and compensation, labor and employee relations, benefits and workers compensation, training, safety, and related functions. Oversees assigned programs and provides complex analytical and staff support to Human Resources management.

DISTINGUISHING CHARACTERISTICS :

This is the advanced journey-level classification in the Human Resources Analyst series. Under general supervision from the Human Resources Director and / or higher-level management, incumbents in this role are distinguished by their ability to independently perform the most complex, sensitive, and specialized assignments across multiple functional areas of human resources. They serve as subject matter experts and may act as lead workers, providing guidance and oversight to professional and technical staff. Senior Analysts are expected to exercise a high degree of initiative, discretion, and independent judgment in developing solutions, interpreting policy, and advising management. While some positions may include supervisory responsibilities, all incumbents are accountable for high-level analytical work and strategic support within their assigned program areas.

ESSENTIAL FUNCTIONS :

Essential duties and responsibilities may include, but are not limited to, the following :

  • Interprets, monitors, and applies Federal, State and local personnel laws, regulations, policies, and procedures; advises management and employees on human resources programs, policies, and compliance matters.
  • Leads complex projects, such as large-scale recruitments, test development, classification studies, and training initiatives.
  • Conducts research, analysis, and audits for recommendations to improve efficiency, equity, and compliance into human resources programs such as classification and compensation, leaves of absence and accommodation, performance management, and policy development.
  • Manages human resources programmatic areas, such as benefits and workers compensation administration, recruitment and selection, employee relations, training, safety and organization development.
  • Provides technical and programmatic support for labor relations, employee grievances, disciplinary actions, and negotiations as assigned.
  • Conducts investigations into employee complaints, workplace issues, and disciplinary matters, and prepares findings and recommendations.
  • Supervises and provides guidance to professional and technical staff, including performance feedback and training.
  • Conducts special studies, prepares reports, and participates in organization-wide planning and staffing initiatives.
  • Represents the department at public events, meetings, and conferences.
  • Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff.
  • Maintain confidentiality of work-related issues and City information.
  • Perform other job-related duties within the scope of this job classification as assigned.

MINIMUM QUALIFICATIONS :

Education : Bachelors degree from an accredited college or university, preferably with major coursework in Human Resources Management, Public Administration or Business Administration.

Experience : At least four (4) years of experience in the human resources field. Public sector experience and supervisory experience highly valued.

Equivalent combinations of education and experience that demonstrate the required knowledge and abilities will also be considered.

KNOWLEDGE AND SKILLS :

Knowledge of :

  • Organization, functions, policies, and procedures of municipal operations.
  • Advanced principles and practices of personnel administration, including recruitment and selection, classification and compensation, employee and labor relations, workplace safety, and equal employment opportunity / affirmative action.
  • Laws, regulations, and procedures governing labor relations, collective bargaining, and employee negotiations.
  • Methods and techniques for designing and delivering employee training and development programs.
  • Federal, State, and local laws and regulations applicable to municipal personnel administration.
  • Analytical, research, and statistical methods used in personnel management and program evaluation.
  • Standards and procedures for public sector record keeping, reporting, and records management.
  • Principles and practices of effective customer service and professional communication.
  • Skill in :

  • Interpreting and applying local ordinances, regulations, policies, and collective bargaining agreements related to the Citys personnel system.
  • Conducting research; collecting, analyzing, and interpreting complex data; and preparing clear, accurate, and comprehensive reports and recommendations.
  • Operating a variety of computer systems and software applications.
  • Analyzing complex personal issues, identifying solutions, and implementing effective courses of action.
  • Researching and compiling data for reports and technical documents, and preparing complete, comprehensive, and accurate reports.
  • Exercising sound judgment, initiative, and discretion within established policies and procedural guidelines.
  • Managing multiple projects and competing priorities in a deadline-drive environment.
  • Understanding and applying applicable laws, codes, ordinances, regulations, and administrative procedures governing public sector personnel.
  • Establishing and maintaining effective, collaborative working relationships with employees, management, labor representatives, and external partners.
  • Communicating clearly, concisely, and professionally, both verbally and in writing.
  • PHYSICAL DEMANDS AND WORKING ENVIRONMENT :

    Physical Demands

  • Standing & Walking Primarily sedentary classification although standing in work areas and walking between work areas may be required.
  • Sitting Ability to work in a seated position at a computer station for extended periods of time.
  • Lifting Ability 20 pounds to waist level; this requirement includes bending at knees to facilitate proper lifting techniques.
  • Manual Dexterity Ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as operating a computer keyboard; copying and adding machines.
  • Visual Ability to read printed materials and view a computer screen for long periods.
  • Hearing and Speech Ability to communicate in person, before groups, and over the telephone.
  • Mobility Ability to work in a standard office setting and operate a motor vehicle to visit various meeting sites, reach, carry, push, pull, stoop, and bend.
  • Environmental Elements

    Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances.Employees may interact with upset staff and / or public and private representatives in interpreting and enforcing departmental policies and procedures.

    DISASTER SERVICE WORKERS

    All City of Monterey employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
