Primary responsibilities include providing space acquisitions, engineering, operations, and technical advice and assistance for projects and programs at any acquisition life cycle stage; supporting program acquisition for advanced technology, future concept development, and integration; advising on cost, schedule, and performance issues; revising or drafting Joint Capabilities Integrated Development System (JCIDS) and acquisition documentation for government program managers; supporting presentation of products to internal and external customers; developing all work using latest applicable government guidance; identifying improvement areas in acquisition processes and providing actionable recommendations; assisting in building and maintaining government risk program including risk identification, process definition, and technical risk mitigation plans; supporting government program manager in managing commitments, obligations, and expenditures of funds; performing earned value management and schedule analysis for program office defense contracts; providing Planning, Programming, Budgeting, and Execution (PPBE) support including congressional reporting, fiscal year planning, continuing resolution management, unfunded requirement development and submittal, end-of-year funding actions, and Program Objective Memorandum (POM) development; providing expertise in Integrated Baseline Reviews/Business Financial Reviews to assess defense contractor cost and schedule performance; maintaining awareness of current program schedule, monitoring acquisition implementation, reporting requirement shortfalls, and assessing programs based on identified risks; combining and correlating program execution data with program baselines to maintain and update acquisition reports; advising government program manager on technical engagements including technical interchange meetings, design reviews, program conferences, video teleconferences, telecons, working groups, and informational meetings; maintaining broad awareness and understanding of all programs and technology development efforts in execution across the applicable portfolio; assisting integrated product teams and working groups and establishing customer and contractor interfaces; assisting the government to execute source selections subject to FAR 9.505-4; coordinating functional meeting requests, developing source selection documentation, and reviewing and drafting proposal evaluations.
Minimum qualifications include a BA/BS degree and three to 10 years' experience in a similar position or program. Experience in DoD acquisition life cycle planning, including acquisition pathway analysis, milestone documentation analysis, and acquisition documentation coordination is required. Expertise in leading, managing, and contributing to major defense programs is also required. Experience with U.S. Space Force systems and organizations, particularly within Space Systems Command, is preferred.
This position does not supervise the work of others. This job operates in a professional office environment. This role routinely uses standard office equipment. Must be able to operate a computer and other standard office equipment. Must be able to remain in a stationary position, 80%. Little if any travel is required.
