Mechanic Assistant

The Department

The mission of the Department is to enhance the community by providing high quality maintenance services through the maintenance of safe and effective transportation systems and public infrastructure that support a desirable quality of life for residents, businesses, and visitors, and to support the City organization with efficient and effective services for City buildings and fleet vehicles.

The Ideal Candidate

The ideal candidate will have experience performing preventative maintenance, maintaining accurate service records, and working with a computerized fleet maintenance management system. The successful candidate will possess strong organizational and time management skills. Effective communication, customer service, and the ability to work independently or as part of a team are also considered highly desirable.

Class Specification

Under general supervision of the Fleet Maintenance Manager, performs preventive maintenance services and safety inspections on all City diesel, gasoline, hybrid, electric, CNG, and other alternatively fueled automotive vehicles, equipment, and generators. May also perform minor repairs, component installations and removals on a wide variety of vehicles and equipment which do not require the skills of a mechanic; perform related duties as required.

Class Characteristics

This is an entry-level, semi-skilled classification that primarily performs routine preventive maintenance services on all City diesel, gasoline, hybrid, electric, CNG, and other alternatively fueled automotive vehicles, equipment, and generators. Incumbents may also perform a variety of semi-skilled and manual work to complete minor repairs by utilizing electronic diagnostic equipment for initial inspection and diagnosis of vehicle problems, and removing and replacing easily accessible components with minimal removal of other mechanical components to access them. More complex mechanical problems are to be reported to the Fleet Mechanic II. Although the work is initially performed under close supervision, as City policies and practices are learned, work is reviewed occasionally while in progress, after completion, or on the basis of customer comments. The Mechanic Assistant classification is distinguished from the next higher class of Fleet Mechanic I in that the latter's responsibilities are to perform a full range of journey level mechanic work. Work is performed in an open garage in all seasons; incumbents are required to respond to emergency road assistance calls; to walk and / or stand on paved and unpaved surfaces; to be exposed to extremes in noise, temperature, weather and humidity; to work in close proximity to moving mechanical parts; to be exposed to a variety of fuels, gasses, fumes, dust and chemicals.

Essential Functions

  • Performs routine preventive maintenance services and safety inspections on all City vehicles and equipment.
  • Performs work in the field, Police Department shop, and / or the Fleet Service Center.
  • Drains and dispenses fuel, oil, water, coolant, and other vehicle fluids as required.
  • Inflates, inspects, repairs and changes automotive and equipment tires.
  • Balances tires.
  • Cleans, washes, waxes and details vehicles.
  • Replaces and / or repairs lubricant fittings, clamps, belts, light bulbs, fuses and other electrical components.
  • Inspects, maintains and replaces automotive vehicles gasoline and diesel-powered equipment batteries.
  • Performs minor / semi-skilled repairs on vehicles and equipment which are easily accessible with minimal removal of other mechanical components to access them to include but not limited to : replacing radiators; coolant hoses; water pumps, wheel bearings; alternators; starters; shocks; motor mounts; brake shoes / pads and machine brake drums / rotors.
  • Uses equipment such as auto and truck tire changers; tire balancers; hoists; high pressure washer; electronic diagnostic equipment for initial inspection and diagnosis; smog tester; computers; electronic battery analyzer; and other equipment associated with maintenance and repair of City vehicles and equipment.
  • Diagnoses minor electrical and mechanical problems and refer major problems to the Fleet Mechanic II.
  • Checks vehicle trouble codes for minor repairs.
  • Reports vehicle accident damage.
  • Repairs / replaces steering components
  • Adjusts and replaces minor body parts and accessories such as door latches and hinges, mirrors, and lenses which do not require the skills of a journey mechanic.
  • Operates tow truck and forklift.
  • Services diesel and gas generators at all City facilities.
  • Maintains the shop in a clean and orderly condition.
  • Cleans up fluid spills.
  • May receive and sign for deliveries of tires, materials and parts.
  • Maintains related shop, maintenance and inventory records.
  • Installs police car transmitters / receivers and computers.
  • Performs smog inspections.

Marginal Functions

  • Performs minor maintenance and repair on heavy vehicles and equipment, i.e. fire apparatus, street sweepers, dump trucks, loaders, and large generators under the general direction of the Fleet Mechanic II.
  • Installs and programs roof light bars.
  • Installs and removes vehicle tracking devices (GPS units).
  • Completes minor repairs of City fuel dispensing equipment such as dispensing hoses, nozzles and filters.
  • Inspects CNG tanks on a wide variety of automobiles and vehicles.
  • Other duties as assigned.
  • Minimum Qualifications

    Knowledge, Skills and Abilities

    Knowledge of : The uses of oils and greases; oiling and lubricating devices, and other tools and equipment used in servicing automotive equipment; lubrication points on vehicles; air pressure specifications; liquid capacities and their location; the materials, tools used and safe work practices involved in changing and repairing tires on a variety of equipment; amperage of fuses and lights and their locations; locations of lift points on a wide variety of automotive vehicles; selection of the proper air gun for the vehicle; selection of the proper tool for the lifting of tires; safety procedures necessary to clean police vehicles, including oil, coolants, fuels, solvents and batteries; safe vehicle hook-up and tow procedures; fuel station operation; minor fuel pump repair procedures; vehicle radio and light bar installation procedures and voltage and amperage requirements; work practices; vehicle detail procedures and material uses and application rates, including waxes, deodorants and polishing compounds; procedures for the application of decals and striping; vehicle parts nomenclature, repair manuals and parts catalogs; the ordering, receipt, storage and retrieval of parts; material receiving, distribution, storage and retrieval procedures, including the processing of paper work; effective tool use; and parts storage.

    Skill in : Operating and maintaining gas and diesel pumps; lubricating automotive equipment; changing, repairing, and balancing tires; repair tubes.

    Ability to : Lubricate a variety of motorized equipment; read manufacturer's lubrication charts and keep work records; read maps; use two-way radio communications and follow directions to locate and retrieve disabled vehicles; operate fork lift, including raising, lowering and tilting; operate tow truck and tow a variety of vehicles in a safe manner; lift up to 100 pounds with appropriate tools; change a wide variety of automotive tires; vulcanize and repair tubes; perform automotive fluid checks and safety and vehicle operations checks; use standard mechanic's hand tools; identify items such as blood, urine, fecal matter, vomit, ticks and lice in Police Vehicles and refer vehicles out for required cleaning; operate and park a variety of automotive vehicles; follow oral and written directions; develop and maintain cooperative relationships with individuals from a variety of cultural and socio-economic classes.

    Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

    Education / Experience

    Any combination of education and / or experience that has provided the knowledge, skills and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge, skills, and abilities would be : completion of high school or equivalent and six months of paid experience servicing vehicles or motorized equipment. Highly desirable experience would include one year or more of paid experience servicing motorized equipment and one year or more of technical training.

  • Must obtain and maintain a valid Class B California Driver's License within twelve (12) months of hire or by the end of the probationary period.
