Logistics & Transportation Supervisor

This Logistics & Transportation Supervisor is responsible for the efficient and effective supervision of SPSA's Logistics and Transportation operations across all locations. Analyzes and monitors the efficiency of established routes, schedules, and strategies. Recommends improvements as needed. Prioritizes, schedules, and assigns work tasks to Transportation team to maximize the overall effectiveness in the provision of a safe and efficient transportation system and assigned personnel.

The approximate amount of time spent on essential duties & responsibilities areas are as follows:

Manages the daily operations of SPSA's Logistics & Transportation operations. 60%

Develops and maintains logistics models, including demand forecasting and cost estimating. 15%

Supervises, trains, evaluates, and selects assigned personnel. 15%

Maintains regulatory compliance records & provides required reporting. 10%

Responsible for managing efficient and effective Logistics and Transportation operations across all SPSA locations. Analyzes and monitors the efficiency of established routes, schedules, and strategies using data and information systems to recommend improvements to existing or planned logistics processes. Develops and maintains models for logistics uses, such as demand forecasting and cost estimating. Prepares reports on logistics performance measures and tonnages across the Transfer Stations. Prioritizes, schedules, and assigns work tasks to Transportation team to maximize the overall effectiveness of a safe and efficient transportation system. Selects, trains, motivates, supervises, disciplines, and evaluates all assigned personnel in accordance with SPSA's policies and applicable employment and EEO laws. Monitors the performance of service providers, such as contracted trucking companies, to ensure work is performed up to standard and contract requirements. Ensures staff conscientiously operate and maintain SPSA commercial vehicles and equipment in a manner which promotes longevity and maximum value. Ensures operators inspect vehicles and equipment for proper operating condition and report defective or damaged equipment in accordance with established policies and procedures for repair. Monitors and evaluates the availability of vehicles between work shifts. Monitors traffic flow to change route assignments due to traffic conditions, weather conditions or as other factors necessitate. Maintains required regulatory compliance records in all forms and tracks information via computer. Implement systems (cradle-to-grave) to track waste from pick up to final destination, and provide transparency and accountability amongst Transportation and Transfer Stations. Evaluates Logistics and Transportation operations with consideration to environmental impact, regulations, and determines requirements to improve efficiency and ensure organizational compliance. Acts as direct liaison between the Transfer Stations and Transportation teams to coordinate transportation needs between all SPSA transfer points and monitors waste flow to increase the efficiency and effectiveness of SPSA's hauling efforts. Monitors industry standards, trends, and practices to identify developments in logistics and transportation operations. Develops metrics to enable the implementation of performance standards and regularly reports on the overall performance of the transportation unit. Prepares operating and capital budget for Logistics & Transportation in a timely manner. Manage expenses related to fuel consumption, equipment maintenance, labor and supplies. Obtains price quotes for project work, materials, and supplies from vendors and purchases products and services in accordance with the Virginia Procurement Act. Completes and submits department reports accurately and on a timely basis. Retains documentation to facilitate easy retrieval. Under the guidance and direction of the Director of Operations, reports to the Board of Directors at Board Meetings and in individual communications. As needed, supports SPSA's Emergency Response Team, including the availability to respond to emergency situations evenings, nights and weekends. Documents incident reports as required. Maintains the department's Standard Operating Procedures to ensure processes comply with regulatory requirements and are properly documented. Implements and enforces safety protocols and procedures to minimize risks associated with solid waste operations. Ensures staff receive training on safety practices. Performs other duties as required or assigned.

The Logistics & Transportation Supervisor directly manages the Transportation staff including Transfer Vehicle Operators, Senior Transfer Vehicle Operators and service providers, in the absence of the Transportation Manager.

Required Education: High School diploma, trade school completion, or the equivalent required. College level degree preferred. Required Experience - Five years of experience in heavy equipment, trucking, or other disciplines within the waste management field, including four years in a supervisory capacity. Public sector experience preferred. Required Licenses - Valid driver's license and safe driving record required to operate SPSA owned or leased vehicles. A Class A commercial driver's license is required. An equivalent combination of experience and education may be considered. Knowledge of solid waste operations, procedures, and environmental and safety regulations. Considerable knowledge of trucking activities, routing processes and the operation and maintenance of tractor-trailer combinations. Thorough knowledge of Department of Transportation regulations relating to commercial drivers. Thorough knowledge of and skill in supervisory practices and the ability to relate well to staff in a supervisory relationship and apply accepted supervisory principles and practices. Knowledge of EEO principles and practices and how they apply to the workplace. Skill in leading, training, and motivating assigned employees and organizing, scheduling, and monitoring the progress of their work. Skill in organizing, scheduling, and monitoring the progress of assigned work. Skill in interpersonal relations and the exercise of good judgment and discretion to deal effectively with employees, vendors, customers, government officials and the general public. Knowledge of geographical area in which SPSA operates. Ability to function effectively in a stressful environment. Ability to gather information from a variety of sources and to draft comprehensive reports and documents to present the information in the format required. Computer skills to complete essential job tasks and to communicate with internal staff, external customers, business contacts and the public. Ability to communicate effectively, both verbally and in writing. Ability to develop and monitor departmental budget.

This position will operate a SPSA tractor trailer as well as work in an administrative office setting and travel to SPSA locations as needed in adverse climatic conditions (i.e., dust, odor, hot, cold, rain, snow). Subjected to work in cold weather, hot sun, extreme heat and around continuous dust and odor from trash. Requires wearing appropriate personal safety gear. Requires ability to work outside of normal scheduled hours to respond on an emergency basis as needed. Ability to drive a company vehicle to SPSA sites in all weather conditions. This position manages operations employees and may be required to drive commercial vehicles or accompany drivers between SPSA locations. Required to regularly use a personal computer, telephone, and basic office equipment. This position requires the ability to: Work in a dynamic environment requiring teamwork and responsiveness to changing priorities and needs. Develop and maintain excellent working relationships with colleagues, staff, regulatory agencies, and contractors. Use a personal computer to maintain records, write comprehensive reports, communicate with internal staff, external regulatory agency personnel, business contacts and the public. Read, write, analyze, and interpret SPSA policies and relay to employees in a clear manner. Hear warning signals such as back-up signals. Walk and work on uneven ground for extended periods and withstand fumes and dusty work environment. Observe and locate hazardous waste and follow SPSA and OSHA procedures and policies. Climb ladders using three-points of contact while ascending or descending. Walk, stoop, bend, and lift to remove litter. Shift focus as needed to be responsive to tasks or requests requiring immediate attention or prioritization. Wear appropriate safety gear, including protective clothing, hearing protection, safety goggles, hard hat, and steel-toed shoes. Drive an automobile, pick-up truck, and commercial vehicles as needed, safely. Thrive in a fast-paced environment to meet deadlines, as needed.
