Programmer Analyst - Data Engineer

Job Summary

This position provides ongoing maintenance and support of the Michigan Disease Surveillance System (MDSS), a complex application supporting communicable disease surveillance, registries, and case management systems critical to public health emergency response. MDSS is undergoing modernization to enhance stability and functionality. This resource plays an integral role in developing, maintaining, and enhancing MDHHS’ MDSS Phase system, ensuring automated processes function properly, strengthening data integrity, maintaining SEM / SUITE compliance, and securing the application. The resource serves as a technical lead , providing guidance to developers and participating in analytical assignments supporting system enhancement, integration, maintenance, and implementation. Failure to maintain this resource could lead to application outages, data integrity issues, and incorrect patient information processing. Key Responsibilities

• Lead design and development of scalable, high-performance solutions using AWS services
• Develop and maintain applications using Databricks, Elastic Search, Kibanna, and S
• Design and maintain ETL processes and data pipelines
• Write clean, maintainable, efficient code in Python / Scala
• Develop AWS cloud-based applications
• Support Electronic Health Records (EHR) HL solutions
• Implement and manage Elastic Search for efficient data retrieval and analysis
• Support data warehousing, data visualization tools, and data integrity initiatives
• Execute full SDLC including requirements gathering and writing functional / technical specifications
• Design logical and physical database models
• Develop database objects including stored procedures and functions
• Utilize source control tools such as GIT
• Develop software design documents and coordinate stakeholder review
• Create documentation including flowcharts and screen layouts
• Work on large agile projects
• Create CI / CD pipelines using Azure DevOps
• Provide technical oversight to developers supporting other critical applications
