Job Description

GENERAL DESCRIPTION OF CLASS :

The Substation Operations Manager oversees and directs all functions related to the engineering, construction, maintenance, and operation of electric substations, as well as the engineering, testing, maintenance, and operation of electric system protective and metering systems. Responsibilities include working with the AGM — Delivery to establish goals and criteria for successful and reliable electric power system protection in compliance with NERC and FRCC reliability standards. The employee's performance is reviewed for effectiveness through reports, communication, and results obtained. The work involves planning, coordinating, and supervising the daily activities of the Substation group (System Protection Engineering & Relaying, Energy Management System, and Substation Engineering & Operations). The primary function is to provide the leadership and direction needed for the effective planning, organization, and deployment of resources used in the Substation group.

ESSENTIAL FUNCTIONS :

  • Manages Energy Delivery business unit planning to assist in establishing construction standards, goals, and performance measures relating to the electric system's design, construction, and maintenance.
  • Oversees the planning and scheduling of work and assignment of personnel to improve the efficiency of substation engineering, construction, maintenance operations, and protective relaying.
  • Supervises the supervisors responsible for Substation Engineering & Operations, the Energy Management System, and Protective Relaying.
  • Prepares and recommends budgets for substation maintenance and construction, and participates in meetings to determine the utility's capital and operating budget requirements.
  • Maintains a current knowledge of construction standards, work methods, and technology available to improve the efficiency of construction and maintenance operations.
  • Develops policies, methods, and procedures for personnel safety and division operations' efficiency.
  • Establishes workforce management systems and reviews reports to support changes in work methods, crew size, make-up, and personnel needed to maintain worker productivity.
  • Recommends annual budgets, manpower plans, and staffing levels needed to carry out operating responsibilities to the Business Unit Director for approval.
  • Recommends personnel and compensation actions for subordinates to the Business Unit Director for approval.
  • Establishes standards for employee productivity and performance and monitors results.
  • Develops and implements appropriate employee training programs and monitors employees' professional development in the work unit.
  • Represents the utility in meetings with other utilities and keeps the utility informed on state and national issues that could affect the utility's current and future construction and maintenance practices, as directed by the Business Unit Director.
  • May be required to participate and / or facilitate training to support departmental or City initiatives and requirements.
  • May be required to work alternate hours for the efficient operation of the department.
  • Position designated as Mission Critical by Department Director.

ADDITIONAL FUNCTIONS :

  • Performs related work as required.
  • KNOWLEDGE :

  • Theoretical and practical knowledge of electric distribution systems and substation engineering, construction, and maintenance practices.
  • Theoretical and practical knowledge of workforce management systems and their application in constructing and maintaining electric substations.
  • Thorough knowledge of public safety concerns and occupational hazards associated with the construction, maintenance, and operations of electric distribution systems.
  • ABILITIES :

  • Ability to establish and maintain effective customer relations and positively address customer-related issues.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain effective working relationships with supervisors, co-workers, technical, skilled, and semi-skilled employees, other City employees, and the general public, and to provide leadership to contribute to a working environment that will instill employee pride, morale, and commitment to service excellence.
  • WORKING ENVIRONMENT / PHYSICAL REQUIREMENTS :

  • The job requires sedentary work, involving some walking or standing, exerting up to 10 pounds of force regularly, and performing routine keyboard operations.
  • The job has no significant exposure to environmental hazards.
  • The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
  • QUALIFICATIONS (EDUCATION, TRAINING, AND EXPERIENCE) :

  • Bachelor's degree from an accredited four-year college or university in Engineering.
  • Ten years of combined experience in Substation Engineering, Electric Construction / Maintenance / Operations, and / or System Protection.
  • Five years of leadership or management experience
  • Two years of experience in NERC's Bulk Electric System (BES) compliance.
  • An equivalent combination of education, training, and experience that provides the knowledge, skills, abilities, and other competencies necessary for success in the target position may be considered.

    SPECIAL REQUIREMENTS :

  • Must possess and maintain a valid driver's license.
  • Must possess and maintain a valid telephone number.
  • Registered Professional Engineer currently licensed to practice in Florida preferred.
