Description

Under general direction, inspects and oversees inspections of construction projects, including streets, bridges, drainage facilities, buildings and sites, parks, and related bond projects, to assure compliance with plans, specifications, contracts, agreements, safety regulations, and Town, State, and Federal construction standards and regulatory requirements.

The position description is subject to change by the Town as the needs of the Town and requirements of the position change.
Supervises the work of Construction Inspectors.
Assigns and schedules construction inspections and monitors for completeness.
Liaises with contractors regarding status of inspections and answers questions regarding compliance.
Documents deficiencies and deviations from approved plans; generates electronic inspection reports utilizing a computer.
Provides excellent customer service; answers questions and concerns related to inspections; consults with contractors and owners concerning deficiencies with technical requirements.
Maintains, updates and assures the accuracy of inspection records, project documentation and project files; performs routine duties such as typing, filing, and record keeping.
Responds to requests for information; provides technical information to Town staff as authorized; aids the public within scope of authority.
Mentor construction inspectors and leads in developing staff skills to ensure projects are constructed on time, on schedule and meet the quality specified in the engineering plans and specifications.
Meets with management staff to discuss and resolve workload and technical issues; may be required to review the work of construction inspectors to assure the quality and timely accomplishment of duties and responsibilities.
Leads in the development of standards and forms for use in construction inspection.
Leads in training staff in the areas of construction methods & standards of construction and maintaining inspection records & files.
Interacts with contractors, consultants, and the public as a representative of the Town on construction related matters; serving as a liaison for citizens, businesses, and construction representatives to inform and facilitate solutions to problems; responding to citizen complaints and inquiries.
Reviews plans and specifications of construction projects; attends preconstruction meetings as required.
Inspects projects for compliance with plans, specifications, and Town, State, and Federal Standards.
Oversees the performance of field inspections to evaluate the work performed and materials used; verifies quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates, and applicable codes and regulations.
Inspects soil, concrete, asphalt, reinforcing steel and excavations within the Town right-of-way.
Performs field tests on construction materials for compliance with technical specifications.
Notes deficiencies and deviations from plans; discusses serious problems and disagreements in interpretation with management staff to determine resolution(s).
Ensures reports are properly prepared by project inspectors.
Attends final project walkthrough meetings to review data and answer questions as needed.
Resolves construction related conflicts and disputes.
Recognizes, avoids, and reports unsafe acts, conditions, accidents and injuries.
Performs other supervisory and administrative work in and out of the field.
Attends public hearings and meetings as required.
Performs other duties as assigned or required.

Typical Qualifications

QUALIFICATION REQUIREMENTS: To perform this position successfully, an individual(s) must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

KNOWLEDGE:
Town policies and procedures.
Town, State, and Federal codes, regulations and ordinances governing construction activities.
Materials, methods, and techniques used in street construction, maintenance, and repair operations.
Construction practices, specifications, methods, terminology, and codes.
Construction site inspection techniques, material specifications, and testing procedures.
American Society for Testing and Materials (ASTM), American Concrete Institute (ACI), Manual on Uniform Traffic Control Devices (MUTCD), American Association of State Highway and Transportation Officials (AASHTO) and Storm Water Pollution Prevention Plan (SWPPP) standards, protocols, specifications, and guidelines for public works construction.
Occupational Safety and Health Administration (OSHA) safety rules and regulations, and safety standards in hazardous traffic environments.

SKILLS:
Checking details, estimates, plans and specifications of projects and comparing them with engineering drawings, plans, maps and specifications.
Communicating clearly and effectively, both verbally and in writing.
Negotiating solutions to problems.
Interpreting and applying construction standards and procedures, applicable Federal rules and regulations, and City ordinances and codes.
Interpreting contractor schedules and monthly updates.
Determining quality of materials and workmanship through inspection and use of technical tools and equipment.
Detecting deviations from plans, regulations and standard construction practices and suggesting appropriate remedies.
Personnel scheduling.
Reading and interpreting construction plans, schematics and specification.
Promoting and enforcing safe work practices.
Assessing and prioritizing multiple tasks, projects and demands.
Establishing and maintaining effective working relationships with Town staff & employees, officials, the general public, and representatives from other local, State, and Federal agencies.
Operating a personal computer, tablet, smart phone, etc. utilizing a variety of business software.

ABILITIES:
To perform the essential functions of the job, must be able to talk, read, see, walk, and hear; have good hand/foot/eye coordination to operate and repair equipment and vehicles; follow oral and written directives; perform strenuous physical activities to include exerting up to 100 lbs. of pressure; lift, push, pull, and carry heavy objects, equipment, supplies up to 100 lbs. several times a day; shovel, crawl; bend; kneel; dig holes for several hours per day; climb on and off equipment; operate vibrating equipment; work indoors, underground, outdoors, in confined spaces, in trenches, on level, slippery, sloping, unstable and muddy terrain, and under constantly noisy conditions; and work in adverse environmental conditions to include inclement weather such as rain, sleet, know, heat, sun exposure and hazardous conditions such as street traffic, fume odor, dust/mist, chemical and toxic waste hazards; and other solid waste substances; and exposure to insects, noxious plants, and snakes.
Must work extensive hours and respond within 30 minutes to an on-call or emergency callback.

EDUCATION, EXPERIENCE AND TRAINING: The preferred way to obtain the minimum knowledge, skills, and abilities to perform the essential duties and responsibilities of this position are listed below. The City reserves the right to allow substitutions in the event that a candidate or incumbent exceeds requirements in one area but may be deficient in another.

EDUCATION:
A High School diploma or General Equivalency Diploma (GED) is required.

RELATABLE WORK EXPERIENCE:
Must have five or more years of water utility maintenance, wastewater collection work and
roadway construction experience.

TRAINING (LICENSE AND/OR CERTIFICATION):
Valid Texas Class C Driver's License and driving record must be in compliance with Town policy
Must possess a Texas Commission on Environmental Quality (TCEQ) Grade "C" Water Distribution and/or, Wastewater Collection Operator II and an OSSF Designated Representative Certificate of Competency within one year of employment.
Certification in International Erosion Control Association (IECA) or Certified professional in Erosion and Sediment Control (CPESC) Certified professional in Erosion and Sediment Control-In Training (CPESC-IT) Certified Erosion, Sediment, or related, approved, certification or equivalent training within one year of employment.
