WHAT WE OFFER
THE POSITION
Under general direction researches analyzes and interprets information and data necessary to meet solid waste management objectives specifically relating to household hazardous waste; serves as the Household Hazardous Waste Administrator; supports the Construction Demolition Debris Recycling program; prepares written reports; coordinates and / or negotiates with others on programs; provides information to the general public; provides a variety of supported program and project recommendations for management consideration; maintains awareness of state solid waste and household hazardous waste rules and regulations; and performs related duties as required.
THE SUCCESSFUL CANDIDATE
The successful candidate not only possesses the minimum requirements of the position but also possesses some experience coordinating and managing events related to solid waste and household hazardous waste management; experience working with a variety of local state and federal representatives and the general public; has the proven ability to identify issues analyze information and resolve problems; and has strong interpersonal skills and communication skills both written and verbal. Additionally the successful candidate possesses the OSHA 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification.

EDUCATION TRAINING and EXPERIENCE
Any combination of education and experience that has led to the required knowledge skills and abilities. This can be obtained by completion of a bachelors degree in environmental science public administration engineering or a related field; AND at least three (3) years of experience in solid waste and household hazardous waste management. Solid waste / household waste management includes : planning and / or operations associated with the reduction handling processing or disposal of solid waste / household hazardous waste.
A masters degree in environmental science public administration engineering or a related field may be substituted for one (1) year of the required experience.

SUPPLEMENTAL INFORMATION
Work is performed primarily in an office environment with occasional visits to waste handling processing and disposal locations; and incumbents will be required to work approximately nine (9) Saturdays per year for work-related events in lieu of regular scheduled workdays.
KNOWLEDGE SKILLS and ABILITIES
Thorough knowledge of : the principles practices and techniques of solid waste and household hazardous waste management : waste reduction handling processing diversion and disposal; resource recovery and source reduction programs; federal state and local laws regulations and policies relating to solid waste and household hazardous waste management; research methods and policy analysis; and intergovernmental and interagency relationships.
Knowledge of : the principles of solid waste and household hazardous waste management protection programs including the Covered Electronic Waste (CEW) recycling program California Environmental Protection Agency (CalEPA) and the Department of Toxic Substances Control (DTSC) Hazardous Household Waste (HHW); EPR principles and legislation as applied to HHW including product stewardship programs for paint batteries pharmaceuticals and other hazardous consumer products; regulatory frameworks governing producer responsibility; the roles of producers stewardship organizations and local agencies in funding organizing and implementing collection recycling and safe disposal systems.
Comprehensive ability to : analyze a variety of organizational and administrative problems; make sound policy procedural and programmatic recommendations; collect compile analyze and interpret data; read and analyze new and existing laws and regulations program guidelines and policies; adapt and respond to emerging EPR legislation and new product categories; work independently and / or function as a project leader or program coordinator; identify state or federal grant opportunities and submit applications for such; communicate clearly and concisely both orally and in writing; make effective public presentations; coordinate solid waste and household hazardous waste management events in partnership with contractors stewardship organizations and local agencies ; maintain effective working relationships with County employees representatives from other agencies and the general public; and effectively use provided technology and software programs such as Accela and Microsoft Excel Word and Outlook.

TRAINING and EXPERIENCE EVALUATION : A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated a T&E applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored / ranked in relation to one another; consequently when the pool of candidates is exceptionally strong many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.
NOTE : The selection process will likely consist of an Oral Examination which may be preceded by or replaced with a score from a Training and Experience Evaluation (T&E) contingent upon the size and quality of the candidate a typical T&E your training and experience are evaluated in relation to the background experience and factors identified for successful job performance during a job analysis. For this reason it is recommended that your application materials clearly show your relevant background and specialized knowledge skills and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
ORAL EXAMINATION 100% : A job-related oral examination may be conducted to evaluate and compare participating candidates knowledge skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants an examination will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list.
ELIGIBLE LIST : Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future Regular (including Temporary and Fixed-term) Extra Help and Intermittent vacancies for this position or similar positions only.
