[job_card.job_description]Apply broad knowledge and experience in multiple security disciplines (Personnel Information Physical Industrial and classification management) to develop enforce analyze and interpret security policies under the guidance and direction of AFC HQs Command Security Manager and Special Security Officer Ensure all security discipline programs (INFOSEC INDSEC PERSEC OPSEC) are adequate to protect classified and sensitive but unclassified information in accordance with the HQ AFC protection benchmarks Understand all related policies programs and procedures for DoD Security Tasks related to Industrial Personnel Information and Physical Security disciplines. The Contractor shall be appointed as and perform as a Special Security Representative handling SCI related functions such as VARs INDOC Asst. coordination and JWICS 2875s routing in conjunction with and under the supervision of the AFC HQs Special Security Officer Provide personnel security support assisting with background checks clearance processing and security access validation Conduct security training sessions and workshops for AFC personnel to ensure awareness and compliance with security protocols and assist in developing and updating Security Classification / Declassification Guides Participate in security working groups DoD security briefings and interagency security coordination meetings Support the command SSO or SSR by processing personnel background investigations for special security clearance actions. Receive / validate incoming clearances and accesses; pass clearances and SCI accesses; prepare Visit Authorization Request (VAR) and Permanent Certifications Maintain electronic records in security management databases tracking personnel access security violations and clearance investigations. The Contractor shall assist in collateral and higher access and badge procedures. The Contractor shall manage security incident reporting ensure investigations are conducted findings are documented and mitigation strategies are implemented Review / process foreign travel / contact requests and verify / vet foreign visitors. The Contractor shall suggest implement and monitor compliance with special security policies and procedures Coordinate develop and implement local SCIF Standard Operating Procedures (SOP) and Emergency Plans (EP) policies and guidance including the preparation of SCIF documentation required for accreditation. Ensure SCIF integrity through alarm monitoring management and auditing of the access control system. The Contractor should maintain access codes spin-dial combinations intrusion detection system codes and keys for SCI Facilities / doors Under the direction of the SSO coordinate with applicable stakeholders for SCIF accreditation / certification for classified IT Conduct Semi and Annual IDS testing and USAdirected Security Review; Annual Self-Inspections SOP / EP reviews and EP testing. Maintain access process to authorized SCIF users; maintain access control roster. The Contractor shall coordinate / execute Co-Utilization Authorizations with oversight from the SSO Maintain accounts tokens and access for all Army Information Systems required by their organization to include but not limited to : Non-Secure Internet Protocol Router Network (NIPRNet) Secure Internet Protocol Router Network (SIPRNet) and Joint Worldwide Intelligence Communication System (JWICS) where available / accessible Bachelors degree in Engineering Computer Science Criminal Justice Security Studies or related field Six (6) years of relevant experience Active Security clearance required
