Position

Under the general supervision of the Electrical / Instrumentation Supervisor, an Electrical / Instrumentation Technician I, II performs a variety of skilled electrical work related to the installation, maintenance, and repair of industrial low and high voltage electrical motors, motor controls, and related electrical equipment and skilled instrumentation work related to the installation, maintenance, calibration, and repair of electrical, electronic, pneumatic, hydraulic, and mechanical instruments used for measurement and control of water and wastewater distribution and treatment processes.

This is a flexibly staffed series and employees typically enter as an Electrical / Instrumentation Technician I. An Electrical / Instrumentation Technician I exercises less independent judgment and discretion and has a narrower scope of responsibility. Level I employees are promoted to level II when both District competency assessment standards are met and required certification is obtained. The Electrical / Instrumentation Technician II is the fully experienced, journey level class.

This recruitment is being conducted to establish an eligibility list to fulfill current and future needs during the life of the eligibility list (up to one year). There is currently one (1) full-time vacancy. The recruitment process will consist of an application screening, 1st round (structured) interview, and 2nd round (selection) interview. Candidates will be notified of their status in the recruitment process via e-mail. The tentative date ranges for the interviews are listed below :

Essential Duties

Troubleshoots electrical and instrument problems in all systems at plants, pumping and lift stations, and buildings. Equipment may include low and high voltage electrical motors; switchgear, distribution panels, transformers, lighting panels, motor control circuits, motor control panels, and all associated control circuits ranging from low voltage to high voltage (nominal volts DC to 66,000 volts AC).

Uses a variety of equipment to test systems including analog / digital meters; ohm meters; high voltage meters; amp meters; high potential testers; calibrators, and data recorders.

Identifies and isolates faulty electric, electronic, pneumatic, hydraulic and computerized parts, components, circuits or panels; repairs, fabricates or replaces parts, components or circuits; installs new or repaired parts or components. May modernize and upgrade systems and components where economically advantageous.

Performs corrective, preventive, and predictive maintenance, testing and calibration on analyzers, leak detectors, telephonic public address (PA) systems, fire systems, security systems, radio equipment, standby generators, personal air monitoring equipment, motor bearings, services, motor control panels, distribution panels, electrical components, instrumentation; screens, valves, gates, dampers, actuators, boilers, conveyers, HVAC, and other related equipment and appurtenances on a regular basis.

Schedules, oversees, inspects work performed by contractors and vendors; specifies tasks to be performed; monitors compliance testing and performance issues associated with the contract; and assists in project or contract completion.

Maintains comprehensive logs on completed maintenance; researches components and products; requisitions and maintains an adequate inventory of necessary spare parts, shop, and vehicle supplies.

Reviews and updates electrical plans, specifications, wiring diagrams, and schematics.

Programs, troubleshoots, and modifies programmable logic controllers (PLCs), Supervisory Control and Data Acquisition (SCADA), and distributed control systems (DCS).

Documents work, provides updates on open work orders, and completes work orders in the computerized maintenance management system (CMMS).

Performs work in a safe manner at all times; complies with safety and health policies, procedures and practices; attends and completes all mandatory safety training courses and events; and works to insure the safety of co-workers and the general public.

Qualifications

DEMONSTRATED KNOWLEDGE OF AND PERFORMANCE IN THE FOLLOWING AREAS :

  • Principles and techniques of maintaining and repairing electrical and instrumentation equipment;
  • Electrical and instrumentation troubleshooting methods and procedures;
  • Electrical components and wiring configurations used in industrial systems;
  • Testing procedures used to detect problems, including operation of test instruments;
  • Equipment associated with water reclamation plants; composting facilities; water treatment plants; pumping stations; lift stations, tanks; and building automation systems;
  • Water treatment and distribution, reclaimed water, composting, and pumping processes;
  • Control systems and PLC, SCADA, and DCS troubleshooting, repair, and programming;
  • Safety practices and procedures including but not limited to high and low voltage, lockout / tagout, confined spaces, and safety data sheets (SDS);
  • National Electric Code, Occupational Safety & Health Administration (OSHA) safe practices, and International Society of Automation (ISA) standards.

ABILITY TO :

  • Read and interpret drawings, diagrams, and schematics including loop drawings and Piping and Instrumentation Diagrams (P&IDs);
  • Provide guidance to less experienced technicians, operators, and others;
  • Update plans, drawings and schematics;
  • Perform competent repair work and troubleshoot all plant electrical / instrumentation components;
  • Understand control systems;
  • Utilize on-going corrective, preventive, and predictive maintenance programs;
  • Use Operations and Maintenance (O&M) Manuals;
  • Operate office equipment, including computers and supporting word processing, spreadsheet, email, database, and computerized maintenance management systems (CMMS)
  • Work independently;
  • Learn and apply new information and technology;
  • Understand the National Electrical Code and International Society of Automation standards, as well as building codes, safety codes, and other applicable codes;
  • Perform work in a safe manner and in compliance with safety standards, practices, policies, and procedures;
  • Work occasional overtime and respond to after-hour emergencies.

    PHYSICAL AND SENSORY REQUIREMENTS :

  • Sufficient eyesight to read plans, specifications, manuals, and standard text and data;
  • Able to distinguish varying colors;
  • Ability to speak and hear at normal conversational levels in person and over the telephone;
  • Manual dexterity to write legibly and to use electrical test equipment;
  • Ability to lift and carry up to approximately forty pounds and to reach, bend, or crouch to inspect equipment;
  • Ability to walk on uneven and slippery surfaces
  • Exposure to outdoors and high noise levels as created by large pumps;
  • Ability to travel to different sites and locations;
  • Ability to wear a respirator and other required personal protective equipment (PPE);
  • Ability to climb ladders and work from heights in excess of 8 feet.

    Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work (with reasonable accommodation, if needed), typically :

    EDUCATION :

    High School Graduation or equivalent is required. College level classes in electrical and / or electronics and process control technology may substitute for work experience. Successful completion of a recognized electrical or instrumentation apprenticeship is desirable.

    EXPERIENCE :

    Electrical / Instrumentation I - Two (2) years of experience performing skilled electrical and / or instrumentation work.

    Electrical / Instrumentation II - Four (4) years of experience performing skilled high and low voltage electrical and / or instrumentation work in a water / wastewater facility or an industrial setting.

    REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS :

    A valid California class C driver's license must be maintained at all times.

    Electrical / Instrumentation Technician I : A California Water Environment Association (CWEA) Grade I Electrical / Instrumentation Technician Certification is required within 12 months of employment.

    Electrical / Instrumentation Technician II : A CWEA Grade II Electrical / Instrumentation Technician Certification is required.

    DESIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS :

    One or more of the following certifications are highly desirable :

    CWEA Grade I, II, III or 4 Electrical / Instrumentation Technician Certification

    State of California Grade III Water Distribution Certification

    State of California Grade III Water Treatment Certification

    State of California Grade III Wastewater Treatment Certification

    California State Department of Industrial Relations Electrician Certification.

    Medical Insurance

    The District currently covers up to $2,153.74 per month of the monthly premium cost of the offered medical plans and offers a choice of HMO and PPO plans.

    Dental Insurance

    The District provides dental insurance for employees and their dependents.

    Life Insurance

    Coverage is provided by the District in the amount of $50,000 plus one year's salary up to a maximum of $150,000.

    Short & Long Term Disability

    The District provides coverage for continuation of two-thirds base salary up to $8,239 per month for absences which qualify under the plans.

    Vacation

    Initially earned at 4 hours per bi-weekly pay period up to a total of 6.46 hours per pay period.

    Holidays

    The District observes 12 holidays per year.

    Deferred Compensation Plan

    Employees may elect to participate in a 401(a) and 457(b) tax deferred retirement investment plans. The District will contribute $20 per pay period, up to $40 per month, match into the 401(a) account and up to 1.5% of base salary match on a $1 to $1 basis into the 457(b) account.

    Sick Leave

    Employees earn 8 hours per month.

    Vision care

    The District provides vision care for employees and offers an option for dependent coverage.

    Retirement

    Tier I - 2% at 55 for employees defined as "Classic" members by the California Public Retirement System; 7% employee contribution.

    Tier II - 2% at 62 for new members to CalPERS; Employees contribute 50% of normal cost up to an annual maximum, currently 7.00% of salary up to $159,733.

    In addition to CalPERS, the District participates in Social Security. The District and employees contribute a required percentage of base wages for Social Security.

    Retiree Medical Benefits

    The District will contribute 75% of the Kaiser Permanente Traditional HMO plan at the employee only level for employees who retire with at least ten years of service and are at least 55 years of age.

    Tuition Reimbursement

    After six (6) months of employment, employees may request up to $685 per course for continuing education reimbursement.

    Flexible Spending Accounts

    Employees may allocate up to $3,400 per year to pre-tax accounts for qualified health care expenses and $7,500 per year for qualified dependent care expenses.

    Wellness Center

    Employees have access to an on-site fitness facility at no cost. Employees also have the opportunity to participate in a Wellness Program

    Physical Fitness Program

    Employees may be reimbursed for up to $500 / fiscal year for payment of costs with primary emphasis on preventive health maintenance, relative to obtaining / receiving a comprehensive physical examination, membership to private gym facilities, purchase of home gym equipment, or membership for at-home fitness programs.
