The Work You Will Do :

Project Development Engineer I – District Four / Transportation Development / Planning & Environmental Management / Mobility Development

This position will develop transportation operational and safety improvement projects supporting the mission of the Department.

Annual Salary Range :

$83,344.96 - $107,858.18

A Competitive Area Differential (CAD) additive in the amount of$4,222.40will be added to the annual salary.

Your Specific Responsibilities :

Conducts field reviews, performs traffic operational analysis, and develops alternatives for intersections and highway improvement projects. Develops conceptual typical sections and identifies right-of-way requirements and design exceptions and variations. Signs and seals engineering documents.

Develops concept plans for intersections and highway improvement projects using Computer Aided Drafting and Design (CADD). Develops cost estimates for alternatives and updates annually. Coordinates work program development.

Writes, prepares and reviews engineering reports, exhibits, and presentations necessary to provide a basis for engineering and environmental assessment for projects. Advises and assists others in application and determination of technical work such as geometric design, traffic analysis, plans quantity calculations, cost analysis, and interpretation of engineering policy. Coordinates review of work packages with stakeholders.

Serves as project manager for planning contracts. Coordinates with Professional Services Unit to ensure all contractual processing meets Department criteria. Develops contract scope of services and coordinates activities related to initiation, advertisement, and execution of contracts. Coordinates preparation of project-specific scope of services, staff hour estimates, consultant staff hour negotiations, contract execution and maintenance. Coordinates, reviews and approves invoices. Prepares, coordinates and negotiates Supplemental Agreements as required. Serves on Technical Review Committee (TRC) in consultant acquisition for professional engineering services.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities :

Knowledge of :

traffic engineering fundamentals and roadway capacity

applying highway design standards, and plans preparation

Skilled in :

• effective written and oral communication including developing technical documents

Ability to :

organize, analyze, evaluate, and interpret transportation engineering data

investigate, plan, design, evaluate and transportation engineering systems

plan, coordinate, organize, and direct engineering program activities

establish and maintain effective working relationships with others
