With oversight and direction from the Workforce Development Director, the Registered Apprenticeship Program Lead is responsible for leading planning, evaluation, implementation, and continuous improvement of Alaska Primary Care Association's (APCA) Registered Apprenticeship Programs. This role supports the growth of a skilled and sustainable health workforce by coordinating state and federal apprenticeship standards, managing employer and educational partnerships, and ensuring all RAP activities align with funding requirements, regulatory guidelines, and workforce development priorities.

The RAP Manager also supports RAP staff training and development, grant compliance and reporting, stakeholder engagement, and program evaluation.

Essential Duties and Responsibilities include the following :

  • Registered Apprenticeship Program Development & Implementation

o In collaboration with the Workforce Development Director, lead planning and implementation of Registered Apprenticeship Programs in accordance with U.S. Department of Labor (USDOL) and Alaska Department of Labor and Workforce Development (DOLWD) guidelines.

o Develop and maintain subject matter expertise in Registered Apprenticeship Programs and relevant federal and state guidelines

o Oversee RAP implementation including standards of apprenticeship, related technical instruction (RTI), and on-the-job learning (OJL).

o Develop, track, and report program outcomes including apprentice progress, retention, and employment placement.

o Ensure complete and accurate data collection and entry into APCA, US DOL, and other required data systems

o Coordinate with education providers, CHCs, and employers to build pipelines for RAP and pre-apprenticeship programs.

o Support program compliance with all state and federal regulations, funding guidelines, and quality benchmarks.

o Create and refine program materials including apprenticeship agreements, competency-based evaluations, participant handbooks, and standard operating procedures.

o Ensure compliance with APCA policies, procedures, and processes

o Monitor and document performance of contractors, and recommend changes to the WFD Director.

  • Staff training and development
  • o In collaboration with the WFD Director, provide coaching, mentoring, and training to RAP staff to ensure compliance with program and grant guidance and APCA policies, procedures, and processes, and provide excellent customer services to participants and partners

    o Develop and train staff on processes and procedures that support program implementation

    o Recommend work assignments for RAP staff to support program implementation

    o Assist with onboarding of new staff

    o Provide input to WFD Director for RAP staff evaluations and professional development

  • Partnership Development & Stakeholder Engagement
  • o Serve as a liaison with CHCs, employers, workforce boards, educational institutions, and other RAP stakeholders.

    o Cultivate strategic partnerships to expand RAP offerings, increase employer participation and build and foster strong community and partner relationships

    o Represent APCA at local, regional, and national workforce development events, committees, and RAP networks. Partnership & Relationships

    o Communicate with apprentices, mentors, and employers to support program completion and increase participation

  • Grant Management & Compliance
  • o Collaborate with the WFD Director to meet all RAP-related grant deliverables.

    o Contribute to required reports and documentation to funders and other stakeholders.

    o Monitor RAP workplans to ensure alignment with goals and recommend changes to improve APCA's ability to meet grant deliverables.

    o Recommend changes to RAP workplans to meet grant deliverables

    o Following guidance from the WFD Director, approve program expenses and ensure correct coding to comply with grant budgets

  • Program Evaluation & Continuous Improvement
  • o Use, implement and monitor systems to track program metrics and participant progress.

    o Recommend system improvements to enhance participant experiences and program outcomes.

    o Collaborate with Lead Evaluator to understand program evaluation and data analysis results to improve training effectiveness and participant outcomes

    o Integrate participant feedback, labor market data, and partner insights to enhance RAP offerings.

    Qualifications / Knowledge

    Required

  • Associate's degree in related field or related year for year experience may be substituted in lieu of education.
  • 2-4 years' experience in program or project coordination or implementation, or project management.
  • Excellent interpersonal, written, and oral communication skills supported by documented experience and professional references.
  • Experience in successfully facilitating staff and community stakeholder meetings.
  • Demonstrated proficiency in use of a computer for word processing, using spreadsheets, communication via email, and for conducting research via the Internet. Proficiency with Microsoft Office and Windows required.
  • Must possess a valid Alaska driver's license.
  • Preferred

  • Bachelor's Degree in a related field.
  • Experience coaching, mentoring, and / or leading training teams.
  • Experience with program implementation in US DOL Registered Apprenticeship Programs
  • Proficiency with project management tools or applications.
  • Experience using RAPIDS (Registered Apprenticeship Partners Information Data System) or other apprenticeship tracking systems
  • Experience in community health centers, Alaska healthcare, primary care associations, behavioral health, or human services setting and / or training.
  • Experience or formal training in apprenticeship program development
  • Skills and Abilities

  • Understanding of Alaska populations, Alaska's health workforce training systems, as well as the needs and opportunities within Alaska's health care systems and communities.
  • Ability to work as a team member and support organizational decisions. Candidate must always promote the APCA in a positive light both internally among staff and externally among members and other stakeholders.

  • Travel Required

    In-state and occasional out of state travel may occur. In-city travel by personal vehicle for meetings, tasks, and errands as needed. Mileage is reimbursed per APCA policy.

    Hours per Week

    This is a full-time position, 40 hours / week. Generally, hours are 8 : 00 a.m. to 5 : 00 p.m.

    Physical Requirements

    This position is generally classified as sedentary work under the U.S. Department of Labor's physical demand categories. Sedentary work involves :

  • Exerting up to 10 pounds of force occasionally and / or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects.
  • Primarily sitting for extended periods, with occasional standing or walking for brief tasks.
  • Frequent use of hands and fingers for typing, writing, and handling documents or office materials.
  • Occasional lifting, carrying, or transporting of materials (e.g., merchandise, supplies, or display items) during organizational events, meetings, or travel.

    Work Environment

    Duties will generally be performed in an office setting with travel and associated accommodations throughout the local area, the state of Alaska, and the Lower 48 as needed.
