Position Overview
Sustainable Wellness Solutions (SWS) is seeking a highly responsible and experienced Program Manager to lead housing-focused services within our Housing for a Healthy California (HHC) and Case Management Services (CMS) programs.
SWS is a peer-run, community-based organization delivering recovery-oriented, trauma-informed, and culturally responsive services across multiple counties. This role is critical to ensuring program stability, staff accountability, contractual compliance, and high-quality service delivery for individuals and families served through housing and supportive service programs.
The Program Manager is responsible for organizing, directing, and coordinating Case Managers and support staff while overseeing daily operations at assigned HHC and CMS program sites. This position carries direct responsibility for personnel management, operational execution, and compliance with all county, state, and contractual requirements.
Under the supervision of the Executive Director and in collaboration with the Program Director and clinical partners, including Turning Point, the Program Manager supports the assessment, development, implementation, and evaluation of program philosophy, goals, objectives, and service interventions. This role provides on-site leadership necessary to ensure programs operate in alignment with SWS values, peer-driven service models, and county expectations.
Key Responsibilities
Program and Staff Management
- Maintain accountability for day-to-day personnel management at assigned HHC and CMS program sites.
- Supervise Case Managers, supervisors, and support staff, ensuring consistent performance, professionalism, and compliance.
- Conduct regular supervision, coaching, and corrective action as needed to address performance or conduct concerns.
- Complete timely performance reviews to ensure staff accountability, productivity, and role clarity.
- Facilitate staff meetings and ensure consistent, structured communication.
- Partner with Human Resources and Program Leadership to resolve employee relations issues in a timely and appropriate manner.
Program Operations and Compliance
Ensure strict adherence to HHC and CMS contractual scopes of work, budgets, and service expectations.Oversee documentation standards, service delivery tracking, incident reporting, and data integrity.Ensure all client services, supports, and incidents are documented accurately and in accordance with county and organizational requirements.Monitor compliance with county regulations, audits, and reporting obligations.Remain current on county, state, and federal requirements related to housing and supportive services.Training and Workforce Development
Coordinate and monitor staff training in client rights, least restrictive practices, crisis intervention, documentation standards, emergency procedures, and abuse or neglect prevention.Support recruitment, interviewing, onboarding, and retention of qualified staff.Ensure required trainings are completed, including HMIS training within the first 30 days of hire and ongoing required trainings thereafter.Program Development and Quality Improvement
Support the Program Director in refining existing programs and developing new processes or workflows.Identify, develop, and implement best and promising practices that are peer-driven and culturally responsive.Conduct risk management activities to identify and mitigate operational, staffing, and programmatic risks.Develop workflows and systems that improve efficiency, accountability, and service quality.Actively promote wellness, recovery, and housing stability principles across all program operations.External Coordination and Community Engagement
Establish and maintain effective working relationships with county partners, clinical providers, and community agencies.Represent SWS professionally with public and private stakeholders.Ensure consumer input is incorporated into program planning and service delivery.Present program and service concepts in coordination with leadership, staff, and community partners.Additional Duties
Provide ongoing updates to the Program Director regarding staffing, operations, and compliance status.Perform other relevant duties as assigned in support of organizational priorities.Qualifications and Requirements
Lived experience as a consumer of mental health services or as a family member is strongly preferred.Minimum of three years of supervisory or management experience.Bachelors degree in human services, social work, psychology, or a related field preferred.Demonstrated experience in crisis intervention and de-escalation.Strong written and verbal communication skills, including documentation and professional correspondence.Proficiency with Microsoft Office, Teams, and Outlook.Demonstrated ability to engage respectfully with culturally diverse communities.Knowledge of behavior modification techniques and or motivational interviewing.Experience developing work plans with measurable goals and objectives.Clear understanding of peer-driven wellness and recovery frameworks.Ability to incorporate consumer voice into program design and service delivery.Demonstrated professionalism, accountability, and initiative.Valid California drivers license and proof of auto insurance required.DOJ background clearance required.Ability to adapt to changing priorities, deadlines, and operational demands.Ability to lift up to 30 pounds.Commitment to maintaining compliance with all SWS policies and county contractual requirements.
