Grant Administrator / Economic Development Liaison

Under the supervision of the Director of Community Safety & Development, the Grant Administrator / Economic Development Liaison will lead the development of county, state, federal, non-profit and private grant funding for the City of Romulus, as well as administer implementation and reporting for awarded grants. The Grant Administrator / Economic Development Liaison will research, analyze and prepare, as well as complete projects assigned by the Director of Community Safety & Development, including non-grant related projects. The Grant Administrator / Economic Development Liaison will be responsible for the identification, engagement and solicitation of current and prospective donors to ensure a diversified funding stream for the city and its component units. The position is responsible for identifying grant opportunities that help achieve city goals and objectives. The position will work with city departments and component units; such as the district court, animal shelter, library, and various city boards and committees to secure funding to meet ongoing and future needs. This position is also responsible for keeping a grant database, compiling grant applications and establishing grant writing and management policies for the city. The position will collaborate closely with city departments, component organizations, grantors and community organizations on various projects and will work to secure and manage financial support for the strategic initiatives identified by the department's administration by researching and identifying new funding opportunities, and coordinating the development, submission, and management of grant applications and awards from public and private sources.

  • Identify, research and develop county, state, federal, non-profit and private grant opportunities that meet the needs of current and future city projects; including projects related to the completion of city goals and objectives.
  • Assist in the formation and implementation of city goals and objectives.
  • Serve as lead writer for grant proposals; draft and submit grant applications to prospective funders in collaboration with appropriate departments and component organizations.
  • Administer grants in conformance with compliance requirements such as those detailed in the A133 / Super circular, including preparation of technical reports. Work with Finance Director to ensure grants meet city audit requirements.
  • Assure accuracy and consistency of all narrative, numeric and graphic grant application materials through compiling, reviewing and editing content.
  • Administer timelines and deadlines; ensure timely submission of grant applications.
  • Develop grant contract documents.
  • Administer grants in compliance with granter (county, state, federal, etc.) requirements.
  • Request, gather, and coordinate input from departments and other stakeholders.
  • Facilitate cross-departmental communication regarding grant opportunities, grant applications, and grant management.
  • Build relationships with grant funders.
  • Develop and maintain a grant database that keeps track of grant opportunities.
  • Provide grant writing, reporting, and compliance training to recipient and / or participating departments and component units.
  • Maintain working knowledge of county, state and federal regulations related to grant management.
  • Identify, engage and solicit current and prospective donors for the city and its component units, such as the district court, animal shelter, library, and various city boards and committees.
  • Identify and recommend the use of appropriate grant writing and management tools.
  • Serve as the main contact for all grant-related communication.
  • Manage special projects and programs as directed by the Director of Community Safety & Development.
  • Attend various after-hours meetings of the city council, commissions, city boards and committees.
  • Some travel to various trainings and conferences may be required.
  • Support Mayor's Office with daily activities as needed.
  • Perform other duties as assigned.

Education : Bachelor's degree is preferred in public administration, political science, business administration, finance, accounting, nonprofit management or a related field.

Experience 1 -5 year grant writing experience is preferred but related experience will be considered.

  • Demonstrated experience in grant identification, writing and management; preferably with a government agency or non-profit organization.
  • Demonstrated experience in researching, analyzing, and finding solutions to complex public management and policy issues.
  • Thorough knowledge of principles and practices of local government or nonprofit administration.
  • Attention to detail.
  • Considerable knowledge of the organization and functions of city departments.
  • Ability to research, analyze and develop solutions to complex local government management and policy issues.
  • Ability to develop and maintain positive relationships with other employees, citizens, community groups, grant funding organizations, public organizations, other governmental entities and the media.
  • Ability to communicate effectively orally and in writing.
  • Ability to translate complex matters into concise and compelling content that matches the stated goals of grant funders.
  • Ability to multitask and manage deadlines.
  • Excellent proofreading skills.
  • Significant proficiency in professional and business writing.
  • Ability to understand, communicate, perform, and train others in the performance of grant regulation compliance and administration.
  • Significant ability in the use of the phone, copy, fax and personal computer, including word processing, spreadsheet and database software.
  • Experience working on community development block grant programs.

    Documented success in generating and managing grant funding in excess of $100,000 preferred.

    Must possess excellent writing, analytical, and communications skills. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

    Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

    Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

    Possession of a valid Michigan vehicle operator's license. Must be appropriately licensed to operate City-owned vehicles consistent with work assignment.

    Strong computer and writing skills required.
