Job Description

Candidate must be permanent in the administrative supervisor of building maintenance civil service title. The Department of Homeless Services (DHS) is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reduce street homelessness and assist New Yorkers to transition from shelter into appropriate permanent housing. DHS is responsible for management of over 200 facilities, which mainly are individual and family shelters used as overnight residences for over 38,000 adults and children. DHS's portfolio covers approximately 4M square feet. The Facilities and Logistics Division (F&L) is responsible for monitoring DHS shelters as it relates to the maintenance of building systems. Within the Facilities & Logistics Division is Environmental Design & Construction which manages a capital construction portfolio in excess of $600M for reconstruction and upgrades at all city-owned shelters. A team of project managers oversee construction projects utilizing various DHS design and construction contracts. DHS also partners with the City's Department of Design & Construction to manage the larger capital projects. DHS is recruiting for one (1) Administrative Supervisor Building Maintenance M-II to function as Director of Design and Construction who will :

• Oversee multiple DHS construction projects, establishing timetables to ensure timeliness of completion.
• Provide direct supervision of the unit's project managers; assignment of projects and developing and implementing administrative procedures for carrying out construction management functions.
• Manage the agency's capital projects by developing and prioritizing scopes of work, schedules and budgets.
• Manage capital commitment plans by monitoring design procurement schedules, design schedules and construction procurement schedules for all agency capital projects to ensure project registration by the Comptroller where fiscal year funding is allocated.
• Oversee the capital design consultant contract by securing funding, prepare RFPs, and participate in consultant selection process; prepare work order letters and processing invoiced payments; ensure all contracted work is completed in accordance with specifications and established timeframes.
• Perform constructability and bid package review on specifications and drawings; conduct site visits and attend project meetings.
• Work with DSS Legal and Agency Chief Contracting Office staff to aid in the procurement of construction contracts.
• Maintain and update a comprehensive database of all agency capital projects with current status and prepare and issue the FMD Capital report.
• Identify problem and possible delays in construction; take steps to resolve project delays, clarify work issues, such as project change orders for additional work needed to correct problems.
• Review construction work and invoice documents, to ensure proper verification of work and that payments are accurately approved.
• Provide executive briefing as requested on projects. Report to Assistant Commissioner on construction project progress and any issues on an ongoing basis.
• Perform additional tasks related to Design and Construction's mission and objectives, as directed by the Assistant Commissioner.

Qualifications

1. Eight years of full-time experience in construction, repair, alteration and / or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or 2. Education and / or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.
