General Position Description :

Provides leadership for all grant activities of the Orange County YouthBuild program, which assists students with earning their high school diploma and provides opportunities for career training and job placement. Under the leadership of the Director of Youth Programs & Services, this position will be responsible for the development and implementation of grant deliverables, data analysis and reporting requirements, and evaluation of project outcomes. Collaborates with leadership in Continuing Education to ensure all program goals and strategies are met in accordance with federal, state, and local regulations. Exercises discretion and independent judgment with respect to matters of significance daily.

Temporary Position (Temp or Grant Funded) Details :

Please Note : This position will operate in a primarily on-site environment.

Under the Youth Build Orange County, this is a grant-funded position that has an anticipated end date of September 30, 2027.

Salary Range : $56,653 - $60,791

Description of Job Function :

1. Serves as the primary point of contact for the Orange County YouthBuild program. Directs, administers, and manages services for at-risk youth obtaining their high school diploma, developing academic occupational skills, requiring additional support services, and transitioning to a post-secondary environment.

2. Assists in leadership, planning, and implementation of all grant-funded activities. Manages all project activities to ensure that all objectives and goals are met within budget and time constraints.

3. Monitors student enrollment, progress, and program completion. Provides case-management and holistic support to students, which may involve referring students to appropriate services, both on and off campus. Identifies community resources and establishes collaborative partnerships.

4. Supports the submission of program data for quarterly and annual reports in collaboration with Director of Youth Programs and Services and the Office of Resource Development to meet reporting requirements as outlined in the grant agreement and / or contract.

5. Communicates and collaborates with faculty, staff, employers, and industry partners through routine meetings and taskforces to meet grant objectives and develop activities and resources to support the success of students in the program.

6. Responsible for managing assigned budget. Ensures that all grant partners submit invoices and appropriate documentation. Works with the Office of Grants Accounting to ensure compliance of expenditures and appropriate utilization of funds. Complies with all Procurement requirements, as appropriate.

7. Maintains documentation and record of activities to articulate and evaluate outcomes in support of grant deliverables and other required reporting in accordance with federal, state, and local regulations.

8. Designs and implements outreach events for prospective students, parents / guardians, and the community to support the alignment of the YouthBuild program and the college’s strategic goals.

9. In collaboration with the Director of Youth Programs and Services, the Office of Resource Development, and the Office of Grants Accounting, assists in the preparation of financial reports and monitoring visits to maintain compliance with the U.S. Department of Labor requirements.

10. Facilitates the planning and management of needs for the YouthBuild program with the Director of Youth Programs & Services. Evaluates alternate course of action; provides recommendations to leadership for program improvement and implements plans, accordingly.

11. Analyzes data and compiles reports as required. Ensures effectiveness of decisions and operations through on-going assessment and evaluation, making changes and fine-tuning processes independently as needed.

12. Responsible for supervising, developing, and evaluating assigned staff. Trains staff on established procedures and provides communication to ensure implementation of initiatives.

13. Regularly attends training, conferences, and other professional development to maintain current knowledge of the YouthBuild program and interpret U.S Department of Labor policies, grant terms, and conditions.

Required Minimum Education :

Bachelor’s Degree from a regionally accredited institution, or any equivalent combination of related education, training, and / or experience which provides the required knowledge, skills, and abilities to perform the essential functions.

Other Required Qualifications :

Two (2) years of progressively responsible experience with program and case management; project management; contract development; data analysis and reporting; and grant and budget management.

Preferred Education & Field of Study :

Business, Management, Education Administration, Public Administration, Communications, or related field.

1. Ability to lead in a passionate, caring, and dynamic manner, exhibiting professionalism at all times.

2. Ability to collaborate with multiple groups both internally and externally.

3. Ability to manage multiple projects and tasks simultaneously, complete assigned work within deadlines, and effectively lead employees to achieve peak performance goals and recognize need for training and education to improve performance.

4. Ability to research related information and regulations, prepare reports and documents, and attend to details with a high level of accuracy.

5. Possess critical thinking skills in setting priorities, assessing situations, and making sound and prudent decisions.

6. Ability to partner with others across the College and externally to exchange information, collaborate on projects, share resources, etc.

7. Skilled in Microsoft Office Suite (Excel, Outlook, PowerPoint, Word), database and internet software.

8. Demonstrated experience in recruiting new students and advising students.

9. Ability to travel to multiple locations for onsite visits and meetings.

General Working Conditions :

This job primarily operates in a professional office environment. The employee will routinely operate standard office equipment including but not limited to computers, keyboards, mouse, phones, photocopiers, printers, scanners, filing cabinets and fax machines. While performing the duties of this job, the noise level in the work environment is usually quiet to moderate.

Typical physical competencies include but are not limited to frequently remaining stationary, moving, reaching, positioning self and occasionally ascending / descending, lifting / moving objects weighing between 5-15 pounds. This job also entails frequently communicating, discerning and exchanging information, detecting and perceiving objects up close, at a distance, and the ability to adjust focus. Cognitive abilities include but are not limited to frequently using discretion, judgment, reasoning, memory, learning, maintaining confidentiality, comprehension, problem solving, and decision-making.
