Painter
The incumbent will function as a Painter, within the Associate Director, Operations Service for the South Texas Veterans Health Care System (STVHCS). The Painter serves in the fully-skilled technical capacity. The painter is a skilled and experienced journeyman painter responsible for preparing, finishing, and refinishing all types of interior and exterior surfaces to include gypsum wall board, plaster, concrete, metal, wood, brick, masonry, asphalt, glass, flooring, tile, porous materials, etc.
Due to the age of the complex (1920-1940s buildings and infrastructure), the Painter must have expert knowledge and skill in historical procedures, methods, techniques, and materials in order to identify the potential presence of hazardous materials, blend old and new finishes, and work with aged materials to restore to new and modern finishes.
The Painter will paint parking lot striping, parking spots, fire lanes, crosswalks, fire hydrants, fire suppression pipes, way finding signage, outdoor railings, concrete curbing, steps, and other various surfaces that are beyond basic commercial surface painting and require special applications and processes.
Painter will work overhead, in crawlspaces, on the ground, under structures, on ladders, on rooftops, etc. The Painter will set up scaffolding, ladders, harnesses, etc. for work involved with hard-to-reach areas.
The Painter must have skill and knowledge with regard to advanced techniques such as mixing in aggregate and reflective materials into coatings in order to develop parking lot reflective striping, slip resistant floor coatings, etc.
The Painter must be able to determine appropriate methods and techniques needed for different painting and coating applications.
The Painter must be able to identify and apply appropriate chemicals (anti-growth agents, varnishes, paint removers, solvents, etc.), primers, bases, paints, etc. for the intended application and be able to further evaluate and determine suitability during and after application.
Painter must be able to independently interpret specifications, plan and line out work requirements and materials needed, order materials, stage sites and make them ready for construction, develop phasing plans, communicate with customer and hospital with regards to interruptions caused by work, complete infection control measures, and exercise sound judgment when executing the work.
Painter will receive work orders electronically and/or orally from the respective supervisor.
The Painter will create and document his/her own work as a result of customer direct interaction and surveying of the site during Preventative Maintenance procedures.
The Painter must have sufficient skill in the use of all trade tools to include brushes, rollers, stripers, sprayers, booths, trowels, straight edges, screeds, gauges, viscosity testers, spreaders, scaffolding, ladders, harnesses, texture guns, hydrometers, measuring tapes and calculators.
Painter will protect areas from paint overspray by use of tape, plastic, cloths.
Protective Personal Equipment (respirators, hearing protection, eye protection, protective clothing and boots, harnesses, monitoring devices for confined spaces, etc.) will be required daily in the completion of duties.

Painter will apply prime coats and surface preparation materials and chemicals in order for surfaces to receive proper finished coats, which may include one to three applications or more.
The Painter must have knowledge and skill in order to work with resins, compounds, and other materials in order to build up, shape, and level surface to match adjacent surfaces or create aesthetic transitions.
Painter will set up and ensure areas are properly ventilated through the initiation and use of negative air machines and Infection Control Risk Assessments and Permits.
The Painter will utilize spray booths and wear appropriate respirators and PPE in performance of duties.
The Painter will work with hazardous materials and generate reportable chemical wastes. As such, the Painter must have expert knowledge in the use of these materials, handling, storage, and reporting.
