Program Analyst

You will serve as a Program Analyst in the Student Management Branch of Supply Chain Operations.

Duties

  • You will serves as a principal advisor to the Site Lead on fleet training readiness analysis across assigned areas of responsibility.
  • You will analyzes course utilization rates, missed training opportunities, and other course related metrics identifying trends and problem areas
  • You will provide training to Fleet Training Officers in the automated systems that build and maintain command training plans.
  • You will research, analyze, and identify specific routines, pipelines, logistics and rating career path training requirements related to the unique circumstances associated with deploying units remotely located Fleet units.
  • You will support training readiness assessments and provide guidance on training plan development and emergent training requirements.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and / or final security clearance prior to entrance on duty.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Qualifications

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following :

  • Collecting data and integrating information into large, varied datasets, database and computing environments for the purpose of analyzing problems, evaluating performance, determine efficient utilization of resources;
  • Utilizing systems and / or software applications, such as word processing, spreadsheets, automated research tools, database applications, and the Internet;
  • Presenting prepared briefings on complex and technical topics for presentation to audiences of military and civilian professionals;
  • Researching training availability, findings, and recommendations regarding courses, requirements, and improving cost effectiveness;
  • Organizing and managing a diverse number of projects / programs including planning, scheduling, and reporting.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

    Education

    Successful completion of a Ph.D.or equivalent doctoral degree OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR Possession of an LL.M. degree that is related to this position being filled.
