GENERAL PURPOSE : The employee performs managerial and supervisory work and directs the City's Neighborhood & Family Services Department which includes the WIC, Code Compliance, Animal Services, and Community & Housing Support Divisions. Manages the Community Development Block Grant (CDBG), Home Investment Partnership (HOME) program, the affordable housing component of the Economic Development Sales Tax, FEMA EFSP grant for rental assistance, and the Tom Green County Indigent Burial program. Performs related work as required.

PRIMARY DUTIES AND RESPONSIBILITIES : The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Under supervision of the Assistant City Manager, plans, administers and controls the department's annual budgets; approves and controls expenditures.
  • Directs and oversees the day-to-day operations of the department's various divisions including WIC, Code Compliance, Animal Services, and Community & Housing Support.
  • Leads and / or participates in the development, implementation, and administration of Department policies and procedures.
  • Hires, trains, supervises, and evaluates the performance of assigned personnel; monitors and ensures staff compliance with departmental policies, procedures, and applicable regulatory requirements.
  • Responds to public inquiries and complaints regarding various code compliance, housing, and community support matters.
  • Prepares and maintains a variety of departmental records, reports, and documentation.
  • Meets with the City Council to make recommendations and present information on Department programs.
  • Develops systems for assuring local compliance with state and federal requirements for participation in the CDBG and HOME programs by monitoring : Financial transactions; citizen participation; environmental impact; adherence to labor, affirmative action, fair housing and equal opportunity standards; acquisition and relocation policies; and historic preservation.
  • Establishes and implements departmental policies and procedures pertaining to program administration; interprets policies and regulations for the staff and grant sub recipients.
  • Meets with individuals, organizations and groups to explain current projects and plans and to gain support for the CDBG, HOME, and Affordable Housing component of the Economic Development Sales Tax programs.
  • Secures funds for the CDBG and HOME programs by preparing and submitting a five year consolidated plan, an annual action plan and an application to the U. S. Department of Housing and Urban Development (HUD).
  • Evaluates the effectiveness of program services against stated objectives; formulates plans for future developments; makes recommendations for changes in the programs.
  • Prepares and submits a consolidated annual performance and evaluation report to HUD for the immediate past year.
  • Develops and administers interagency agreements and agreements with sub recipients and contractors to carry out program activities.
  • Conducts required public meetings for implementation of CDBG and HOME programs and training sessions on program and contract requirements.
  • Completes required reports and forms to make periodic drawdowns from HUD's Integrated Disbursement and Information System (IDIS) for the CDBG and HOME programs.
  • Coordinates the resolution of audit and monitoring findings.
  • Consults with representatives of non-profit groups, developers, realtors, representatives of financial institutions, and contractors to discuss CDBG and HOME program goals and planning strategies.
  • Supervises staff assisting in administration of the department's programs.
  • Supervises the department's grant writing activities and assists other City departments if requested.
  • Manages the affordable housing component of the Economic Development Sales Tax. Meets with the COSA Development Corporation Board to provide recommendations and obtain approval on matters related to affordable housing.
  • Facilitates and chairs the Affordable Housing Focus Group that provides recommendations to the COSADC Board on matters related to affordable housing.
  • Performs administrative duties such as : Answering correspondence; developing and implementing forms and reporting procedures; directing the maintenance of a filing system and conducting a periodic inventory of equipment, supplies and materials.
  • Regular and timely attendance is required.

MINIMUM QUALIFICATIONS :

Education and Experience :

  • Bachelor's degree in Planning, Public Administration, Management, Finance, Business, and pre-Law or a related field and at least three years related management experience in a public governmental environment. Graduate work in Planning, Public Administration, Management, Finance, Business, Law or a related field is preferred. Equivalent combination of education and experience will be considered.
  • Required Licenses or Certifications :

  • A valid Texas Driver License with a good driving record is required.
  • Required Knowledge of :

  • Considerable knowledge of management principles, practices and techniques applicable to the operation and coordination of activities of a governmental department.
  • Considerable knowledge and skill in written and verbal communication.
  • Good knowledge of accounting principles and practices.
  • Good knowledge of Public Administration principles and practices.
  • Good knowledge of Public Financial Administration principles and practices.
  • Good knowledge of City policies and procedures pertaining to budget preparation, purchasing, recordkeeping and personnel management.
  • Good knowledge of federal CDBG and HOME administration principles and practices.
  • Good knowledge and skill in the operation of personal computer and related software.
  • Considerable knowledge of the principles, theories and practices of public administration.
  • Considerable knowledge of general management principles, practices and techniques, including organizational and personnel management, applicable to the operation and coordination of activities of a department.
  • Good knowledge of basic accounting principles and practices.
  • Good knowledge of city policies and procedures pertaining to budget preparation, purchasing, reporting, recordkeeping and personnel management.
  • Considerable knowledge of HUD regulations governing the administration of CDBG and HOME funding, application and reporting procedures.
  • Good knowledge of home building and repair to aid applicants in assessing and describing needed work and to evaluate the work as it progresses.
  • Required Skill and Ability in :

  • Skill in oral communication, public speaking, and diplomatic tact to make presentations and discuss program activities with a variety of individuals.
  • Skill in written communication to prepare reports, correspondence and policy statements.
  • Ability to read, analyze and apply complex regulations.
  • Ability to read, understand and interpret City policies.
  • Ability to plan, assign and direct the work of subordinates.
  • Ability to establish and maintain effective working relationships with co-workers and the general public.
  • Ability to travel to attend seminars and training workshops out of the city and out of state.
  • Plans and prioritizes work within a framework of general objectives.
  • Physical Demands / Work Environment :

  • Must be able to sit for long periods of time doing typing, computer work, etc.
  • Must be able to bend or stoop to retrieve files and lift books, files or other materials weighing 20-30 lbs.
  • Must be in good physical condition to maneuver around sites which involve confined spaces and uneven terrain.
