Program Manager

Program Manager, GS-0340-13 with U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District, Programs & Project Management Division located in Fort Worth, TX. Responsibilities :

• Serves as Project Manager responsible for the overall management, control, coordination, and execution of assigned Military Program projects.
• Performs as the project team leader, implements Government decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project.
• Coordinates project planning, design, and implementation of competitive and non-competitive construction acquisitions through source selection processes for programs / projects of varying scope and complexity, as required.
• Serves as the Government's primary point of contact for programs / projects assigned.
• Provides input to Military Program Managers and other District Senior management personnel regarding the projects assigned.

Specialized Experience :

This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.

Time in Grade Requirement :

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education :

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial / probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

This is a General Administration and Management Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. When you perform a Civilian Permanent Change of Station (PCS) with the government, the Internal Revenue Service (IRS) considers the majority of your entitlements to be taxable. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition. If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement / statement of understanding will be required to be completed prior to appointment.
