Exempt Project Manager
Exempt; full-time; 40 hours per week; Monday - Friday; 7 : 30 a.m. - 4 : 30 p.m.; full-benefits This professional position assists in the oversight of the Office of Project Management (OPM) operations and the execution of the County's Capital Improvement Program (CIP) for vertical building / renovation, parks, and NPDES projects for the Division of Public Works. This position serves as a technical leader for OPM and will manage several projects assigned by the Office Chief, as well as assist with supervisory responsibilities. Management of a project begins with the initial planning and budgeting phase and continues through planning, design, land acquisition, permitting, construction and applicable warranty period. OPM is responsible for coordinating all project-related activities with design consultants, contractors, regulatory agencies and other interested County and external departments / agencies. Supervision is given to professional staff and support staff; supervision is received from the Chief of the Office of Project Management. NOTE : The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Perform project management duties on assigned CIP projectsSupervise the work of professional and support staff members; administer related personnel functionsPlan, organize, assign and supervise the programming, planning, design and construction of County vertical building / renovation, parks, and NPDES projectsDirect the review of construction plans for compliance with County policies, regulations and design criteriaCompose project-related letters, memoranda, and reportsAllocate and implement work prioritiesDirect the coordination of design projects with County, state, federal and local authoritiesDirect the management of design, construction, and other contractsCoordinate the preparation of RFPs for consultant selection and bid documents for construction contractor selectionProvide architectural / engineering expertise for building and other projectsDirect the coordination of design and construction activities with various end-user agenciesAssist in the development, interpretation and implementation of rules, regulations and policies pertinent to the officeAssist in the preparation of the operating budget, the status report of project progress and various organizational reportsAssist in the preparation of the CIP for vertical building / renovation, parks, and NPDES projectsPerform constructability reviewsPrepare and present information before the County Executive, County Council, public agencies, commissions, and other audiencesNegotiate agreements with State agencies, municipalities, property owners and other partiesPerform other related duties as requiredTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. QUALIFICATIONS AND REQUIREMENTS

Bachelor's degree in Civil Engineering, Architecture, Business Administration or closely related fieldMinimum 7 years of project management work experience in vertical building / renovation, parks, and NPDES projectsMinimum 5 years of work experience in design and construction of public works facilities and / or transportation projectsPossession of a valid automobile operator's licenseLicensed Professional Engineer or Professional Architect in the State of Maryland or Project Management Professional (PMP) Certification or the ability to obtain one of these certifications within one year of hireKNOWLEDGE / SKILLS / ABILITIES :
