EXECUTIVE SUMMARY:
With more than 25 years of service directly on the front lines of the battle for economic justice, the Neighborhood Assistance Corporation of America (NACA) fights on behalf of working people against the subprime and predatory banking industry, and ensures that its members are able to build strong, stable neighborhoods through affordable homeownership in urban and rural areas nationwide. NACA has a tremendous track record of success assisting hundreds of thousands of homeowners and homebuyers and has over two million members. In keeping with its deep roots in advocacy, NACA now looks to grow its Boston-based headquarters team and become an even greater force in the future, both at the state and national political levels. NACA is also growing its local offices nationwide and adding additional ones to significantly increase the number of people and communities it serves with its extraordinary mortgage programs.

The Human Resources Generalist (“H.R. Generalist”) is responsible for performing many of NACA’s Human Resources Department responsibilities. The position is based in Boston, Massachusetts and reports to NACA’s CEO or Human Resources Director. This includes hiring, benefits administration, staff evaluations, disciplinary actions, claims administration, and other H.R. functions for all of NACA’s 40+ Offices, Boston headquarters, Counseling Center, HAND, Real Estate and other departments (“H.R. Functions”). In addition, he/she works on the development, coordination, and implementation of personnel policies for NACA’s 500+ employee base with adherence to employment laws and regulations. Depending on the HRD’s experience, the responsibilities may include managing the training department.

The Human Resources department works closely with national staff and management in relation to human resource issues and on meeting company goals. S/he plays a key role in supporting NACA’s employees and managers who conduct homeownership programs and community advocacy activities across the United States. The H.R. Generalist also works on the strategic human resource planning to provide the company with the best people talent available and to position NACA as the employer of choice in the industry. He/she must also support NACA’s mission and enthusiastically engage in NACA’s advocacy as well as support and defend the organization’s strategies, philosophy, and tactics.

JOB RESPONSIBILITIES:

The Human Resources Generalist is responsible for the following operations establishing and maintaining policies, procedures, and processes for these operations.

General Human Resource Activities:
  • Ensure that NACA personnel policies are implemented and adhered to.

  • Address employee grievances and complaints.

  • Maintain historical human resource records.

  • Conduct exit interviews to identify company issues and retain productive staff.

  • Conduct investigations, maintain records, and represent the organization at hearings.

  • Maintain and update written human resource policies and procedures.

  • Ensure that all human resource functions are in accordance with applicable federal and state legal and regulatory requirements and standards (e.g., EEO, ADA, OSHA, Fair Labor, etc.).

  • Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, participating in professional societies.

Recruiting & Staffing:
  • Manages NACA's recruiting program, policies, and procedures.
  • Keeps NACA up-to-date on best recruiting practices.
  • Identifies and implements various options in outreach for candidates.
  • Develops network of employer resource services and participates in job and/or college job fair activities.
  • Create and maintain job descriptions and requirements for all positions.
  • Conduct interviews.
  • Identify staff vacancies and staffing needs on an on-going basis including discussions of personnel needs with department heads.
  • Evaluate and recommend salary ranges based on responsibilities, outcomes, markets and NACA's overall compensation policies.

Staff Evaluations:

  • Manages employee reviews and evaluation process.
  • Develops evaluation process for all departments with structured salary increase and/or bonuses.
  • Coordinates performance evaluation system in ADP or other systems.

  • Disciplinary Process:
    • Assists supervisors in personnel management and disciplinary procedures.

    • Manage progressive disciplinary actions.

    • Ensure and conduct disciplinary actions in timely manner and with sensitivity for confidentiality (verbal, written and termination).

    • Implement terminations including termination letters, termination meeting, and related documentation.

    Employee Benefits:
    • Oversee and administer all employee and benefit programs, workers compensation, disability, and unemployment insurance.
    • Study and evaluate benefit programs, assess benefit needs and trends, analyze fees, renewals, and recommend benefit changes and expansion to management.
    • Assist with the processing of benefit claims including employee deductions.
    • Design and conduct educational programs on benefit programs.
    • Maintain relationships with vendors and employees on all benefit offerings.
    • Enroll and terminate employees for the different benefits including coordination of annual enrollment and communication concerning benefits.

    • Implement oversee COBRA process and benefits.

    Claims Administration:

    • Investigates accidents and prepares reports for insurance carrier.
    • Coordinate with staff attorneys on accidents, unemployment and workers' compensation claims and responses.
  • Human Resources Systems (i.e. HRIS):
    • Maintain and update data and management electronic systems.

    • Adhere to privacy and other regulatory regulations as they apply to these systems.

    Training (depending on applicant's qualifications and organizational structure)

    Manage and administer the training of new and existing NACA staff provided by NACA trainers. This also includes providing training for non-NACA staff.


    Other Duties:

    • Directs clerical functions such as updating records and managing personnel files.

    • Contributes to team effort by accomplishing tasks and activities as needed.

    • Identifies and addresses other staff and work issues.

    • Provides leaderships, participants and assists in national and local advocacy campaigns.

    • Other duties as assigned.

    • Knowledge: Working knowledge of human resources law and business ethics. Knowledge of mortgage lending, real estate and financial counseling a plus.

    • Leadership: Proven ability that demonstrates professionalism internally and externally. Creates a positive work environment while remaining alert to potential risks, concerns and violations.

    • Confidentiality: Must understand the confidential nature of most of the human resources information and the sensitive nature of evaluations, conversations and investigations that it must conduct.

    • Management: Strong supervisory and organizational skills where staff adhere to NACA’s performance requirements, operations and policies & procedures. Ability to take direction, and work well as a team player with the ability to prioritize and delegate.

    • Customer Service: Provide effective solutions and follow-up with Members and others.

    • Computer Skills: Strong data entry and typing skills with ability to work with NACA’s paperless mortgage qualification, processing and underwriting software. Strong skills with Microsoft suites.

    • Mission Driven: Energy and enthusiasm for NACA’s mission of community advocacy, neighborhood stabilization and fighting for economic justice.


      TIME DEMANDS:

      The H.R. Generalist must be able to meet the demands of the job that consists of 60+ hours a week including later evenings and weekends. This is a very demanding leadership position requiring significant number of hours and tremendous dedication.

      COMPENSATION:

      This is an exempt position with salary based on experience, skills, performance and certifications. The candidate’s performance evaluation and future compensation is largely based on meeting the Job Responsibilities, Competencies and Skills stated herein.


      JOB QUALIFICATIONS:

      Education & Certifications:

    • Bachelor’s degree – Required.

    • Master in Human Resources – Preferred.

    • PHR/SPHR/SHRM-CP/SHRM-SCP Certification designation – Required.

    • Certifications, training, and licenses that demonstrate important knowledge and credentials - Preferred.

    EXPERIENCE
    • Five (5+) years of human resources experience including significant experience working on the activities identified herein.
    • Three (3+) years of recruiting experience.
    • Significant compliance or benefit administrative experience.
    • Background in mortgage industry and/or non-profit helpful, but not required.

By basing its mortgage underwriting criteria on homebuyers’ overall circumstances and not on traditional risk-based pricing or credit scores, NACA provides broad access to its best-in-class mortgage –a mortgage with no down payment, no closing costs, no fees, no requirement for perfect credit and always at a below-market, fixed interest rate. NACA has $13 billion in mortgage commitments from the country’s largest lenders to support this program.

    • Renovations – For Purchase Program homebuyers whose property is in need of repairs, NACA’s Home and Neighborhood Development (“HAND”) department assists them throughout the repair and renovation process.

    • Homeowner Assistance – For Purchase Program homeowners who experience financial difficulties, NACA’s Membership Assistance Program (“MAP”) provides services including mortgage modifications, payment agreements and financial assistance to help avoid foreclosure.

    • Home Save – For homeowners with an unaffordable mortgage, NACA is the largest and most effective program in providing affordable solutions to over 250,000 at-risk homeowners nationwide. NACA has been able to restructure unaffordable mortgages by permanently reducing interest rates and reducing outstanding principle balances to achieve affordable mortgage payments.
