Are you looking to enhance your grants administration skills while providing funding opportunities for creative and innovative projects in libraries? If so, the Utah State Library with the Department of Cultural and Community Engagement is looking for you to fill its Library Grants Coordinator/Librarian III opening. The Utah State Library is seeking a Library Grants Coordinator to help share best practices and innovative ideas with the greater library community to provide better quality services to the citizens of Utah. Traveling to libraries within Utah is required about 5%-10% of the time.

Principle Duties
The Library Grants Coordinator will provide technical assistance, administration, and coordination of the federal and state grant programs for the division by:

  • Following policies and procedures and ensuring effective implementation.
  • Adhering to state and federal requirements regarding funding.
  • Providing technical assistance and training for grant applicants.
  • Working closely with State Library leadership in planning
  • Assisting with developing best practices for grant applicants.
  • Providing in-person and online training.
  • Managing a budget of over $2 million.
  • Reporting to IMLS and State Library leadership.
  • Provide consulting services for Utah public libraries in person, via email and phone.
The Ideal Candidate
The best person for this position is someone who has:
  • Excellent skills in budgeting and the ability to budget within various timelines created by the fiscal year, calendar year and the federal fiscal year.
  • Experience using Excel
  • Experience using Salesforce
  • Excellent project management skills.
  • Excellent written and verbal communication skills.
  • Excellent customer service skills.
Preferences
Preference may be given to those with the following:
  • A Master’s degree in Library Sciences or a closely related field; OR
  • An equivalent combination of relevant education and paid professional employment directly related to the above tasks;
  • Experience in grants administration, grant writing, budgeting, Excel and Salesforce skills; and
  • Experience working with public libraries.

Example of Duties
  • Track and audit grantee spending
  • Utilize Excel and Salesforce
  • Work with and report to the Institute of Museum and Library Services.
  • Monitor all LSTA spending for both State Library projects and subgrantees to ensure compliance with state and federal requirements
  • Work with internal leadership to prepare the LSTA budget
  • Work closely with the State Library’s finance team to ensure state compliance in tracking grantee spending
  • Develop online applications, reporting, and evaluation forms for grants administered by Utah State Library
  • Communicate legal, accounting, reporting, and other grant management requirements to grant recipients and monitor compliance
  • Prepare and submit required state and federal reports annually
  • Maintain and update the LSTA handbook with current LSTA rules, regulations, and procedures for allocation of LSTA funds internally and externally
  • Oversee the LSTA 5-year Evaluation and 5-Year Plan processes in accordance with IMLS regulations and update as required
  • Administer the state grants to libraries program and CLEF (Community Library Enhancement Fund) including, calculating award allocations, consulting with libraries on acceptable use of funds, utilizing an effective reporting mechanism to capture how funds were expended; prepare agreements and allocations for disbursement
  • Deliver presentations, training, or instruction to staff, management, or the general public on grant writing, specific grant applications, grant resources, and other similar topics
  • Perform general consulting with assigned certified public libraries across Utah
  • Find and share with constituents other sources of available grant funding
  • Coordinate with the library consulting team and other USL staff to provide a comprehensive support team for public library services
  • Keep abreast of library industry trends
  • Write or draft correspondence, reports, documents and other written materials
  • Cooperate with local, state, and/or national agencies
  • Coordinate program activities, services, and implementation with private providers, other government entities, program users, etc.
  • Perform research activities by utilizing computer software to obtain and manipulate data
