Location

The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and / or in the community several days a week. In this position you can expect to work on-site and other locations, at least three days a week, officed at the Wellington Webb Building, located at 201 W Colfax Ave. Denver, CO 80202. There may be some evening and weekend work in this position due to the nature of community engagement and meetings.

The DOTI Transportation Implementation Division is seeking a Senior Engineer who is passionate about transportation engineering and project management to lead and support the delivery of Vibrant Bond projects. This is a six-year limited-term position, aligned with the Bond implementation schedule. In this role, you will have the ability to make a direct impact in bettering our City by implementing safe and equitable transportation mobility improvements that benefit all residents and the traveling public.

The Transportation Implementation Division is made up of engineers, project managers and inspectors that deliver transportation projects for the City. Our projects originate from various sources including the Elevate Denver, RISE and Vibrant Bond programs, Denver Moves Bicycles master plan, Vision Zero Road Safety Audits, Denver Moves Pedestrians master plan, and other planning efforts. We work with other City departments and divisions, design consultants, community stakeholders, utility agencies and others to implement projects.

Examples of work delivered through this Division include :

Active transportation & mobility projects (e.g., bicycle facilities, pedestrian facilities, ITS & signals, transit infrastructure, sidewalks, etc.)

Transportation safety projects (e.g., Vision Zero, Neighborhood Transportation Management Plans (NTMP), Safe Routes to School (SRTS), etc.)

Large, complex transportation projects (Buchtel Multimodal, Morrison Rd Improvements, Broadway & I-25 Interchange, etc.)

Americans with Disabilities Act (ADA) programs and regulatory projects

Ongoing citywide deferred maintenance projects

This new, six-year limited Senior Engineer position on our team will provide project leadership, cross-organizational collaboration, technical guidance, and budgeting, among other duties. This position will serve as a mentor to more junior staff on the team and can supervise if appropriate. The Senior Engineer will lead and support engineering projects from planning through the design and construction phases of a project. This position will work with staff across DOTI divisions in a collaborative team environment, implementing projects that advance safety and equity for all users. The Transportation Implementation division places a high value on proactivity and collaboration in our work. The Senior Engineer will be responsible for the following types of tasks :

Create, analyze, and maintain project schedules and budgets in association with defined scopes of work to create cash flow analyses for optimizing the timing of project delivery. Identify and implement innovations to improve project and team performance and efficiency.

Facilitate the procurement and management of design teams, oversee bidding and manage contractors to implement work. Manage potentially high-profile projects with unique budget, schedule and political considerations.

Coordinate with the community and project stakeholders using effective communication and strong business relationship building skills.

Working alongside Transportation Implementation and bond program leadership on risk identification and mitigations and serving as a technical leader in engineering design and developing bid documents for projects.

Foster collaborative and innovative partnerships with city, regional, state, and federal agencies, community groups, industry organizations and the non-profit and private sectors to advocate continuous transit and transportation innovations. Occasional after-hours work for community meetings, special events support, and field observations may be required depending on project needs.

Interact with utility companies, City agencies / departments, and other governmental agencies to obtain necessary permits and clearances and to ensure regulatory compliance.

Understand and manage the contractual obligations of all parties involved in the agreements for contracts that support the delivery of professional and construction services. Understand alternatives in contracting, procurement, and project delivery methods, as well as have the skill / experience to lead projects under these alternate deliver methods

What You’ll Bring

Our ideal candidate has some or all the following experience, skills, and characteristics :

Three or more years of professional engineering experience with progressive and proven experience in transportation design and / or construction project management, driving projects to completion under tight deadlines and budget constraints.

Experience designing, reviewing designs, preparing bid construction documents, and managing the construction of transportation infrastructure projects including roadways, bridges, sidewalks, bicycle facilities, intersection geometrics, pavement markings, traffic signs, and traffic signals.

A comprehensive understanding of federal, state, and City agency policies, standards, and systems.

A passion for improving our community, mentoring and collaborating others, and continuous innovation.

Experience and a comfort level with matrix management.

Required Minimum Qualifications

Education requirement : Bachelor's Degree in Engineering.

Experience Requirement : Three (3) years of professional engineering work experience after obtaining a Professional Engineering (PE) license. (Some positions may require experience in a specific engineering area)

Education / Experience Equivalency : No substitution of experience for education is permitted.

Additional appropriate education may be substituted for experience requirements.

License / Certifications :

Requires a valid Driver's License at the time of application.

Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Or requires registration as an Architect by the Colorado State Board of Registration at the time of application.

Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation.

Licenses and certifications must be kept current as a condition of employment.
