Grant Manager Position

Appointment Type: Category 18- Permanent Exempt position, special project-based position limited to no more than 3 years in duration. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.

About the Human Rights Commission: Rooted in community, the Human Rights Commission works in service of the City's anti-discrimination laws by protecting civil rights, upholding dignity, and advancing equitable outcomes in San Francisco. For more than 60 years, HRC has served its mandate to address the causes of and problems resulting from prejudice, intolerance, bigotry, and discrimination.

Introduction

The San Francisco Human Rights Commission is hiring (2) 1822 Administrative Analyst (Grant Manager) to support the oversight and success of community-based grants that advance racial equity, justice, and opportunity. This journey-level position performs professional analytical work across the grant lifecyclefrom program and fiscal monitoring to policy compliance and grantee support. Under direction, the Grant Manager will work closely with senior staff to ensure grantee performance, drive measurable outcomes, and maintain integrity in grantmaking processes. The two Grant Manager positions will oversee Arts & Grants or Health & Well-Being.

What You'll Be Doing

As a Grant Manager, you will be responsible for tracking the programmatic and fiscal performance of a grant portfolio. You'll monitor key indicators, conduct site visits and desk reviews, and collaborate with grantees to troubleshoot challenges. You will also support invoice review, policy communication, and reporting tasks that ensure HRC's grantmaking is compliant, equitable, and impactful.

Essential Duties and Responsibilities

  • Program Oversight & Grantee Engagement
    • Monitor a portfolio of community-based grants, ensuring alignment with scopes of work and deliverables.
    • Conduct quarterly monitoring activities, including site visits, desk reviews, and analysis of reports.
    • Maintain ongoing contact with grantees to assess risks, surface needs, and offer technical support.
    • Track performance metrics and outcomes; flag issues early and support course correction.
  • Invoice Review & Fiscal Monitoring
    • Assist with review of monthly/quarterly invoices, verifying accuracy and compliance with funding requirements.
    • Monitor spending patterns and projections to prevent underspending or overspending.
    • Collaborate with the Finance team to resolve discrepancies and request budget adjustments as needed.
  • Policy & Compliance Support
    • Ensure grantee awareness of programmatic and fiscal compliance standards.
    • Document grantee adherence to City funding requirements and support the preparation of monitoring records.
    • Work with HRC's Monitoring and Compliance function to support documentation, audits, and corrective actions.
  • Reporting & Documentation
    • Prepare program snapshots, tracking sheets, and summary reports for internal and external stakeholders.
    • Assist in the drafting of memos, status updates, and compliance notifications related to grant performance.
  • Process Improvement & Coordination
    • Participate in cross-functional meetings with Contracts, Finance, and Compliance staff.
    • Contribute ideas to streamline processes and improve grant execution efficiency.

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university, and One (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series. Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications

Familiarity with nonprofit or government grants, especially in human rights, racial equity, or social justice fields. Experience reviewing invoices, scopes of work, or grant reports. Strong communication and organizational skills. Ability to manage multiple projects with attention to deadlines and detail. Proficiency in Microsoft Excel and comfort working with online grant portals or data systems.

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the next stage of the selection process. The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
