Join the Division of State Care Facilities (SCF), a dedicated team within the Idaho Department of Health & Welfare committed to supporting and empowering clients through compassionate, skilled services and dedicated care.

The Technical Records Specialist 2 (TRS2) provides advanced administrative, records management, and data support to ensure compliance with state and federal regulations across multiple SCF facilities. This position plays a key role in maintaining accurate documentation, supporting licensure and accreditation requirements, compiling and analyzing data, and serving as a point of contact for internal and external stakeholders.

Work is performed in an office environment, and the position will be located at one of Idaho’s historic landmarks, the Idaho State Sanitarium Administration building in Nampa. The campus offers a unique and welcoming setting, featuring a beautiful rose garden, wildlife, and walking paths for our employees to enjoy.

The successful applicant will be required to complete a criminal history background investigation. Employment is dependent upon satisfactory results of the investigation.

EXAMPLE OF DUTIES : Documentation Management : Manage, review, organize, and maintain documentation to ensure accurate, complete, and timely compliance with licensure and accreditation standards across multiple SCF facilities, including ICF / DD, Joint Commission, and Birch Children’s Residential Facility requirements, and ensure records are audit- and survey-ready.

Data Entry and Analysis : Compile, enter, verify, and maintain data from multiple sources into tracking systems, databases, and reports; analyze information to identify trends, discrepancies, and potential compliance issues, and communicate findings to appropriate staff.

Customer Service and Stakeholder Support : Serve as primary point of contact for internal and external stakeholders by providing professional, responsive assistance related to documentation, data, and compliance inquiries, and coordinating with program staff, leadership, and external partners to obtain or clarify information.

Administrative Support : Provide comprehensive administrative and clerical support, including document preparation, filing, proofreading, scheduling, deadline tracking, and other related duties to support compliance and program operations.

MINIMUM QUALIFICATIONS : You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum and specialty qualifications for this position. Failure to do this may disqualify you from being considered for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

Experience monitoring record systems to identify and correct errors. Typically gained by at least one year of related experience.

Experience interpreting, explaining, and applying laws, regulations, and complex policies for multiple or highly specialized programs. Typically gained by at least one year of experience which frequently required interpreting and applying a variety of difficult rules, regulations, or policies to determine compliance or eligibility and explaining decisions to others. Decisions are complex and can affect the social or economic well being of others or will result in a service or action being denied.

Experience analyzing information and researching a variety of sources to identify and resolve problems or issues. Typically gained by at least one year of extensive research and analysis of highly complex or technical material requiring in-depth program knowledge in order to determine if requirements were met and if they complied with established laws and / or policies. Research must have included contacting a variety of sources both inside and outside the organization to collect, obtain, and verify information and determine the appropriate course of action.

Experience dealing with individuals from varying cultural and socio-economic backgrounds in stressful situations. Typically gained by at least one year experience dealing with individuals from varying cultural and socioeconomic backgrounds in stressful situations which dealt with personal, sensitive, or confidential information such as eligibility requirements, health issues, or financial matters.

Experience entering and retrieving data using a computerized record system. Typically gained by at least six months of experience in a work setting where it was required to enter and retrieve data in a database records system or other computer records system.

Experience composing and proofreading business correspondence. Typically gained by at least one year of office experience which required composing and proofreading a variety of business documents on a regular basis OR successful completion of at least one college-level English composition or business English class AND six months of experience composing business documents.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

Experience working in a healthcare, behavioral health, or human services environment. Typically gained by one (1) year or more of experience in a clinical, administrative, or support role within a healthcare or human services setting.

Experience supporting licensure, accreditation, or regulatory compliance activities. Typically gained by one (1) year of experience assisting with audits, surveys, or compliance-related documentation.

Experience compiling, tracking, or analyzing data for reporting or compliance purposes. Typically gained by one (1) year of experience working with databases, spreadsheets, or reporting systems.

Proficiency with Microsoft Office applications and electronic records systems. Typically gained by one (1) year of regular use of Word, Excel, Outlook, and electronic filing or record management systems.
